Approval by the County Administrator for the modification and continuation of the Grant Agreement with the U.S. Department of Homeland Security (DHS) for BioWatch Program for field operations and sample collection activities.

Summary:

This action reduces the current budget period and project period end dates to June 30, 2018. This change facilitates possible future obligations of funds prior to the end of the Federal fiscal year.

 

Background/Explanation:

Air monitoring activities under this grant program/project have been on-going since 2003.

This project is subject to certain information security restrictions per DHS.  All information is considered “Sensitive but Unclassified” (SBU), “For Official Use Only” (FOUO), and is not for public disclosure.  Any public records requests made relating to this agreement should be directed to DHS.

Legistar File 17-142D provides information on the application submitted for this award and Legistar Files 17-680D and 17-802D provides information on the previously approved award.

 

Fiscal Impact:

No additional funds provided.  This administrative action reduces the current budget period and project period end date three months from September 30, 2018 to June 30, 2018. This change facilitates possible future obligations of funds prior to the end of the Federal fiscal year.

The grant provides 100% reimbursements for approved costs.  Expenditures are budgeted in the Air Quality Division operating budget of the General Fund for FY 2018.

 

Delegated Authority:

Authority for the County Administrator to approve this Grant Agreement is granted under Code Section 2-62 (a)(1).
