Strategic Priorities:

Resilient Infrastructure and Environment
1.4 Improve environmental quality.

Healthy and Safe Communities
2.1 Improve public health.
2.2 Enhance community safety.

Summary:

The purpose of the Grant Agreement is to continue funding an existing County program to characterize air toxics and assess trends in ambient levels.  Data will be used to measure progress in meeting goals for reducing air toxics emissions and associated health risks.

The Agreement provides the County a total of $179,000.00 for the first project year ($101,290.00 in federal dollars and $77,710.00 in ESEPA In-Kind services). Subsequent annual amendments for each project year of federal appropriations will be necessary.

Background/Explanation:

The program has been ongoing since 2004. The County’s air program is recognized by the USEPA, State of Florida, and Department of Environmental Protection as an approved local air pollution control program eligible to receive federal grant funding from the USEPA.  The County has the authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.

Fiscal Impact:

The funding is for $179,000.00 ($101,290.00 in federal dollars and $77,710.00 in USEPA in-kind services) for the project period July 1, 2026, to June 30, 2027.  This action approves funding for the project’s first-year budget cycle. The grant provides 100% reimbursement for project costs up to and not exceeding total federal funding of $179,000.00. No County match is required.

Funding for this authorization is included in the FY26 budget for Public Works within the General Fund. Funding for future years is dependent on approval in the annual County Operating Budget.

Delegated Authority:

Authority for the County Administrator to approve this agreement is granted under Code Section 2-62 (a)(1).
