(R’Club) to provide British Petroleum (BP) Economic Settlement Funds to support renovation of the existing Happy Workers facility, located on the premises of the Martin Luther King Jr. Church at 920 19th Street South, St. Petersburg.

Summary:
In accordance with the Board of County Commissioners’ (Board) approval of BP projects and associated funding for each project on December 13, 2016, this Agreement provides $150,000.00 for the renovation of the Martin Luther King Jr. Church for office space.
The parties to the Agreement and scope of work have changed, since the Board of County Commissioners’ award of funding.
Background Information:
On December 13, 2016, the Board approved the appropriation of $150,000.00 to Happy Workers for the renovation of classroom buildings and the serving kitchen. The funding agreement to support this project was never drafted or approved as a delegated item.
Since the Board’s appropriation of funding to Happy Workers, R’Club has obtained ownership of the property.
R’Club is requesting Board approval to modify the original scope of work, which included new paint and flooring in several classroom buildings, and the renovation of the serving kitchen. R’Club’s modified scope seeks to use the funds to convert the Martin Luther King Jr. Church to office space. The center’s existing office space would then be renovated for additional classroom space using other funding sources.
R’Club can submit an installment payment request for work associated with any phase of the proposed scope of work. The installment request must be accompanied by an invoice from R’Club, along with an official proposal for the work to be completed. The total for the installment payments shall not exceed $150,000.00.
The Agreement also contains a restrictive covenant provision which requires R’Club to agree to utilize the premises for a child care facility for a minimum of five years after the completion of the project.
Fiscal Impact:
This Agreement provides funding of $150,000.00 from the $7.1M BP funds. The funding has been appropriated for this purpose in the proposed Fiscal Year 2018 budget. The County shall have no obligations related to maintenance, operation, and/or any other activity yielding a fiscal impact.
