Approval and execution by the County Administrator of the Third Amendment to the contract with Horizon Lab Systems, LLC (Horizon) for software maintenance of a Laboratory Information Management System (LIMS) for the Utilities Water Quality Laboratory.
• This contract provided for the supply, implementation, and maintenance of a LIMS for the Utilities Water Quality Laboratory (PCUL).
• The Third Amendment provides for an increase in project hours for the rewriting and migration of laboratory reports into the new Utilities LIMS.
• The Third Amendment increases the annual software maintenance and support expenditure from $23,298.00 to 43,298.00 for a total increase of $20,000.00.
• The Board of County Commissioners awarded this contract on November 22, 2016 in the amount of $352,070.00. The County Administrator approved Amendment No. 1 on January 12, 2018 in the amount of $2,350.00 for additional licenses. The Purchasing Director approved Amendment No. 2 on July 1, 2019 to acknowledge a corporate name change. The County Administrator approved Change Order No. 1 on November 26, 2019 in the amount of $1,692.00 for additional software maintenance.

Summary:
The Third Amendment provides for an increase in project hours for the rewriting and migration of PCUL reports to the newly supported LIMS platform. The current reporting software is reaching end of life and will no longer be supported. An on-site assessment has been conducted of the current reports and a plan is developed for the migration of reports to the new reporting software.
Project duration is estimated at one hundred (100) hours and includes $3,200.00 for project specific contingencies at the contracted hourly rates of $168.00.

This contract was originally approved by the Board of County Commissioners on November 22, 2016 in the amount of $352,070.00 for the supply, implementation and maintenance of a LIMS solution for the Utilities Department Water Quality Laboratory. The County Administrator approved Amendment No. 1 on January 12, 2018 in the amount of $2,350.00 for additional licenses. The Purchasing Director approved Amendment No. 2 on July 1, 2019 for a corporate name change. The County Administrator approved Change Order No. 1 on November 26, 2019 in the amount of $1,692.00 to add software maintenance for the additional licenses approved as part of Amendment No. 1.
