Approval of the Third Amendment to the Agreement with Suncoast Center, Inc. (Suncoast) for the behavioral health high utilizer pilot program (Program).
• The Third Amendment provides for continuation of the Program that provides intensive services to the highest utilizers of Pinellas County hospitals, jail, and crisis stabilization unit. The final two years are intended to continue transitioning clients to less intensive services while not interrupting the significant engagement and progress clients have made.
• Funding in the annual amount of $650,862.00 has been identified in the Human Services Department (Human Services) Fiscal Year 2019 (FY19) General Fund appropriation and FY20 submitted continuation budget request.
• The Board of County Commissioners (Board) approved the original Program Agreement on May 10, 2016. The First Amendment term extension and Second Amendment term extension were approved by the County Administrator.
• This non-competitive request was vetted through the Non-Competitive Committee by Human Services on March 22, 2019; after discussion, Committee members agreed with the departmental request to proceed with Board consideration non-competitively.
Contract No. 156-0045-P (SS) in the annual amount of $650,862.00 for a twelve month period through May 8, 2020. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:
This Amendment is requesting a non-competitive continuation of services for twelve (12) additional months with provision for a twelve month term extension for the Program. The goal of the Program is to better serve individuals with serious behavioral health disorders who are identified as “high utilizers.” The Program seeks to greatly reduce the costly cycle of recidivism in jails, hospitals, and public Baker Act facilities while identifying critical system gaps to improve future service delivery.
This request was vetted through the Non-Competitive Committee, by Human Services, to gauge and determine the risk of not seeking competitive solicitation for these services. After discussion, the Non-Competitive Committee agreed with the departmental request to proceed with Board consideration non-competitively.
Background Information:
The Program was approved by the Board on May 10, 2016. The County Administrator approved the first twelve month term extension on May 2, 2017. The County Administrator approved the second twelve month term extension on April 30, 2018.
The target population for the Program was a pre-identified subset of thirty-three (33) individuals who were the most chronic users of the identified systems in 2014 with estimated costs for these individuals exceeding $2.4 million.
Suncoast has successfully coordinated the pilot model for the first three years in cooperation with other community provider agencies. Services include counseling, ongoing engagement, trauma informed care, supportive housing, detox/substance abuse treatment, and a range of additional services designed to aid in stabilization. Program partners meet on a regular basis to discuss system coordination and needs surrounding the program.
Indications show a reduction in deeper end crisis care and jail involvement. The second-year report findings include jail cost reductions of 87.7% and shelter cost reductions of 93.9% over the baseline period.
The final two years are intended to continue to transition and step down from the pilot while not interrupting the significant engagement and progress clients have made. The transition will be done while leveraging the lessons learned to take on system issues and encourage cost savings with external supportive services.
The statement of work attached to the Third Amendment combines all statements of work to date.
