5.4 Strive to exceed customer expectations
Summary:
Based upon recommendation of the Pinellas County Wastewater/Stormwater Technical Working Group, the County and area municipalities are interested in sharing specialized equipment to ensure back-up, provide secondary support on large projects, and generally provide an option to ensure efficient and effective operations. The purpose of this Agreement is to create a system for the occasional sharing of specialized motor vehicles, equipment, and machinery for efficiency and effectiveness of operations on as needed basis, as well as for use in emergency situations. The County and municipalities will agree to make available to each other equipment, as well as trained personnel to operate the equipment. No equipment shall be provided without an operator supplied by the provider.
Interested municipalities will be provided a copy of this Agreement for their consideration and Approval by October 1st each year. Signed Agreements returned by that date will be submitted collectively for approval by the Board of County Commission, or the appropriate delegated authority based on level of participation.
The Agreement shall commence upon execution and continue for a period of ten (10) years. The Agreement may be renewed subject to execution of a written renewal agreement between the County and municipalities. Each renewal period may not exceed ten (10) years. There is no limit to the number of renewals unless so specified in a subsequent renewal agreement.
Background/Explanation:
It is not cost effective or financially feasible for each municipality to individually purchase certain special-use vehicles or equipment. This Cooperative Interlocal Agreement has the potential to achieve savings and improve efficiencies between the County and municipal partners through economies of scale, as well the opportunity to work together to maximize existing resources. The Agreement requires each party assume liability for the negligence of its officers and employees for and indemnify and hold harmless the other party.
Fiscal Impact:
Expenditures or reimbursements received for shared use of equipment are not anticipated to exceed $250,000 per municipality. Should individual agreements exceed an amount of $250,000.00 in a fiscal year, Board of County Commissioners approval of an amendment to the Agreement will be required. Associated revenue and expenditures will be accounted for in the Sanitary Sewer Enterprise Fund.
Delegated Authority:
Authority for the County Administrator to approve this agreement is granted under Code Section 2-62 (a)(1).
