Approval and execution by the County Administrator of the First Amendment to the Funding Agreement between the Tampa Bay Estuary Program (TBEP) and Pinellas County for Habitat Restoration at Roosevelt Creek Channel 5

 

                     First Amendment extends expiration date to September 30, 2026.

                     First Amendment reallocates and increases the TBEP funding from $100,000.00 to $106,800.00. The Fiscal Year (FY) 2024 Adopted Capital Improvement Program (CIP) plan includes $100,000.00 of revenue from this agreement.

                     First Amendment changes the TBEP Project Manager.

                     First Amendment also revises the project summary, tasks, timeline, and budget.

                     Roosevelt Creek Channel 5 Improvements, project 002123A, is budgeted in the FY24-FY29 CIP plan. Funding sources include American Rescue Plan Act funds, Local Infrastructure Sales Surtax (Penny for Pinellas), and local grants with TBEP and Southwest Florida Water Management District.

Summary:

The First Amendment to the Agreement reallocates and increases grant funding from $100,000.00 to $106,800.00 for the construction ($50,000.00) and habitat restoration ($56,800.00) for new plantings along the project. The plantings will aid to prevent erosion on the western channel bank and provide habitat for Roosevelt Creek Channel 5. 

The Amendment also changes the Project Manager for TBEP and revises EXHIBIT A, to include revisions to project summary, tasks, timeline, and budget. The Amendment extends Agreement to September 30, 2026.

 

Background/Explanation:

The Roosevelt Creek Channel 5 Improvements project provides several benefits including improved flood protection level of service, restoration of natural hydrologic flow, removal of exotic vegetative species and establishment of native plant species, bank stabilization, and other stormwater infrastructure improvements.

The TBEP received $106,800.00 from a settlement agreement between the City of Largo and Tampa Bay Waterkeeper to improve environmental quality in the Old Tampa Bay Watershed.  The TBEP is willing to contribute $106,800.00 of the fund to the County to enhance the habitat restoration benefits of the Project.

 

Fiscal Impact:

Roosevelt Creek Channel 5 Improvements, project 002123A, is included in the Capital Improvement Program Fiscal year (FY) 2024-2029 Six-Year Plan in the Physical Environment Function, Flood Control Projects Program. Funding sources include American Rescue Plan Act (ARPA) funds, Local Infrastructure Sales Surtax (Penny for Pinellas), and local grants with TBEP and Southwest Florida Water Management District.

 

The First Amendment reallocates and increases grant funding from $100,000.00 to $106,800.00 for the construction ($50,000.00) and habitat restoration ($56,800.00) for new plantings along the project. The additional funding will be added to the project budget.

Authority for the County Administrator to sign this First Amendment is granted under Code Section 2-62 (a)(1).
