Sitting as the Pinellas County Emergency Medical Services (EMS) Authority, approve of Amendment No. 1 to the Advanced Life Support (ALS) First Responder Agreement with the City of Clearwater (City).

Authorize the Chairman to sign and the Clerk to attest.

Summary:

The City has requested funding for an EMS Administrative Coordinator position to augment the City’s ability to oversee ALS First Responder Services and expand its quality assurance and improvement efforts.  If approved, the EMS Authority would provide funding for one (1) EMS Administrative Coordinator (40 hour workweek) to augment the existing EMS Authority-funded EMS Coordinator position.  The additional position will cost $121,430 for salary, benefits and allowable overhead costs for Fiscal Year 2016.  The EMS Authority will also provide funding for a staff vehicle using the standard reimbursement amount ($40,000) in Fiscal Year 2016.

 

Background Information:

Resolution 09-38, Section A, #21 allows the EMS Authority to provide funding for EMS Administrative support positions and must be approved by the Authority for only large agencies (more than 10 Authority-funded paramedic positions).  The actual salary and benefits (or an approved allocated cost) are allowable EMS costs.

 

Fiscal Impact:

FY16 Expenditure = $5,960,110.45

FY17 Expenditure = $6,058,452.27

This was a Fiscal Year 16 decision package. Funding is available.
