Approval of the Interlocal Agreement (Agreement) with the City of Pinellas Park (City) for the transmission, treatment, and disposal of wastewater to serve the City's wastewater service area.
• Pinellas County and City have had a long-standing Agreement for disposal and treatment of wastewater serving the City's wastewater service area for 25 years.
• The County and City desire to renew the Agreement to provide wastewater service to the City with terms and conditions reflecting current demand and rate conditions. The renewal Agreement is for 20 years.
• Current Agreement expires on March 2, 2026.
• The City of Pinellas Park approved the Agreement in December 2025.
• Anticipated revenue for Fiscal Year (FY) 2026 is $12.5 million.
• This request is budgeted for in the FY26 Budget of Pinellas County Utilities in the Sewer Revenue and Operating Fund. Future funding will be dependent on the adoption of the annual County budget starting in FY27.
Agreement term will be effective from the date of execution for a period of twenty years; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
The Agreement is for the transmission, treatment and disposal of wastewater from the City by the County. The County will treat and dispose a minimum of 5.5 million gallons per day (MGD) of City wastewater. The term of the Agreement is for a period of twenty (20) years from the date of execution.

Background Information:
The County will accept wastewater delivered by the City to the point of connection located adjacent to 8500 Belcher Road South and will transmit, treat, and dispose of the wastewater received into the County’s wastewater system. Exhibit A of the Agreement details the City’s service boundary.
Fiscal Impact:
Anticipated revenue for FY 2026 is $12.5 million based on historic City demands and the County’s approved FY 2026 rates. These revenues cover all County expenses of providing wastewater treatment.
This request is budgeted for in the FY26 Budget of PCU in the Sewer Revenue and Operating Fund. Future funding will be dependent on the adoption of the annual County budget starting in FY27.
