Summary:

The purpose of this ILA is to update the previously approved ILA. This continues funding efforts of the TBEP, in cooperation with other local governments and agencies, to implement the goals of the Tampa Bay Comprehensive Conservation and Management Plan (CCMP). The ILA is reviewed and updated by the TBEP Policy Board every five (5) years.

Background/Explanation:

Pinellas County has partnered with the TBEP since the original CCMP was adopted in 1998. The plan was updated in 2006, 2013, and most recently in 2017. Continued partnership ensures that the County actively participates in discussions and plans for implementing the CCMP. The annual dues for Pinellas County are drastically reduced in this ILA, as compared to the previous ILAs, as a result of updated allocations of partner contributions based on 2018 population estimates rather than 1990 numbers.

Participating agency dues are adjusted annually using one (1) of two (2) schedules, presented in Appendix A of the ILA. Annual dues under Schedule 1 in the ILA increase at a lower rate each year compared to Schedule 2. Schedule 1 dues apply when the County contributes at least $100,000 to the Tampa Bay Estuary Restoration Fund or to a project in the TBEP work plan for that year. Schedule 2 applies if the County does not have any qualifying projects. Schedule 1 is currently applicable.

Fiscal Impact:

Total funding associated with this ILA is $352,426.00. Dues are budgeted annually in the operating budget of the Public Works Division of Environmental Management from the Surface Water Utility Fund 1094, Cost Center 436064.

The County’s annual dues are specified in Appendix A Schedule 1 of the ILA, excerpted below:
