Approval by the Department Director of the grant application for Florida Department of Children and Families’ (DCF) Criminal Justice, Mental Health, and Substance Abuse (CJMHSA) Reinvestment Grant.
• DCF’s CJMHSA Reinvestment Grant is provided to enhance or implement programs that promote public safety, avert future justice spending, and improve access to treatment services for justice-involved individuals.
• Pinellas County is submitting an application in collaboration with WestCare and PERC for a Complex Case Reintegration Program.
• As required by the grant, the proposed project was recommended by the designated planning council, the Pinellas Public Safety Coordinating Council (PSCC) at their February 5, 2021 meeting.
• The PSCC’s recommendation was subsequently approved by the Board of County Commissioners at their February 23, 2021 meeting (Agenda Item #23).
• This grant opportunity provides up to $1,200,000.00 over three years.
• A 100% in-kind match is required. $1,140,000.00 will be provided by PERC and WestCare. Up to $60,000.00 in-kind match will be provided by the County through existing services and staff time.

The recommended program, the Complex Case Reintegration Program, seeks to enhance resources to help bridge these individuals to services and reduce gaps while striving to improve stabilization.

Background Information:
The CJMHSA Reinvestment Grant Program was created by the 2007 Florida Legislature by s.394.656, F.S., and is housed within the Department of Children and Families. The purpose of the grant funding is for counties to plan, implement, or expand initiatives that increase public safety and avert increased spending on criminal and juvenile justice systems.
A competitive solicitation was held for community proposals; however, none were received by the February 4, 2021, 1:00pm deadline. On February 5, 2021, the PSCC held a discussion on the CJMHSA Reinvestment Grant and voted to recommend the County proceed with a program to help with intensive case management and service connections for reintegration of justice involved individuals coming from the jail and other local referral sources.
The County was previously awarded CJMHSA Reinvestment Grant in 2016 and 2020, which expanded the Public Defender’s Jail Diversion and Crossover Youth programs, respectively.
Fiscal Impact:
If awarded, the CJMHSA Reinvestment grant will provide up to $400,000.00 per year for three years ($1,200,000.00 total). An in-kind match equal to the award amount is required. PERC and WestCare will contribute $1,140,000.00 towards the match requirement and the County will provide up to $60,000.00 of in-kind services and staff time.

Authority for the Department Director to sign this grant application was delegated by the County Administrator per the memo dated March 28, 2016 titled “Delegation of Authority by the County Administrator and Improved Grant Procedures.”
