Approval of a Fiscal Year (FY) 2025 project application to request $647,143.00 from the Federal Aviation Administration (FAA) under the Airport Improvement Program for the St. Pete-Clearwater International Airport’s (PIE) terminal improvement project. 

 

                     This grant will enable PIE to fund Construction Administration activities for the passenger terminal improvement project.

                     This grant will pay for 90% of the Construction Administration services. The local share would be the remaining 10%, or $71,905.00. The total of both shares is $719,048.00.

                     The $647,143.00 represents expiring FY23 entitlements that need to be spent.

                     It is uncertain exactly when the grant agreement will be forwarded to the County for signature by the Chairman and County Attorney. The grant will be electronically mailed to the Chairman for electronic signature and then the County Attorney. PIE will not have a copy of the grant prior to the grant being emailed. It is customary that the FAA provides PIE no advance notice and only a few days to execute the grant and obligate the funding.

                     Because the grant agreement needs to be signed when it is received by the FAA, we request the Board of County Commissioners (Board) delegate authority to Chairman Scott to sign the grant at the point in time when approving this grant application.

                     This grant will be receipted to the New Passenger Terminal Improvements Project 003343A, included in the Capital Improvement Plan (CIP), funded by the Airport Revenue and Operating Fund, FAA federal grant funds, Florida Department of Transportation state grant funds, and future anticipated grants. Matching funds are budgeted in the FY25-FY30 CIP, funded by the Airport Revenue and Operating Fund, in the amount of $31,595,000.00.

Summary

The FAA’s AIP provides grants for airport infrastructure projects.  AIP is the program that PIE typically utilizes to pay for our capital projects. PIE usually receives between $4.0M - $5.0M in entitlements, which is based upon the enplaned passengers that use PIE. 

Each year, the FAA awards AIP grants based on capital projects’ bids, and whatever is left over is rolled to the following year.  The FAA keeps an eye on lapsing AIP funds and advises airports when money needs to be spent before any “new” money is spent.

This grant will supplement the previous $4,914,957.00 grant that the Board approved at the May 6, 2025 meeting (#25-0497A).  These grants are funding pre-construction activities of the passenger terminal improvements.

Background Information:

There are several funding mechanisms that have been identified to assist PIE in funding the terminal expansion: (1) FAA AIP entitlements; (2) FAA Infrastructure Investment and Jobs Act (IIJA) AIG funds; (3) FAA IIJA Airport Terminal Program (ATP) funds; (4) FDOT Strategic Airport Investment Grant; (5) FDOT Strategic Intermodal System (SIS) grant; (6) Passenger Facility Charges (PFCs); and (7) Airport CIP funds.

 

Fiscal Impact:

This grant will be receipted to the New Passenger Terminal Improvements Project 003343A, included in the CIP, funded by the Airport Revenue and Operating Fund, FAA federal grant funds, FDOT state grant funds, and future anticipated grants. Matching funds are budgeted in the FY25-FY30 CIP, funded by the Airport Revenue and Operating Fund, in the amount of $31,595,000.00.

 

This grant funding is not budgeted in the FY25 Amended Budget. However, the grant funds are included as future anticipated grant funds in the FY25-FY30 CIP. The FY26-FY31 Proposed CIP will be adjusted to decrease future anticipated grants and increase FAA federal grant funds for FY26.
