Recommended Action:recommended action                                                                                            Approve one (1) new appointment and three (3) reappointments to the Palm Harbor Community Services Agency, Inc. (PHCSA), for two-year terms, expiring November 30, 2019, as follows:
Appointment: 
           Sandra Faulkner (Commissioner Gerard, District 2) 
Reappointments: 
           Thomas McKone (Commissioner Long, District 1)
           Kelli Snow (Commissioner Justice, District 3)
           Terry Haas (Commissioner Eggers, District 4)

Background Information:                                                                                                                      PHCSA is a not-for-profit corporation incorporated on January 21, 1986, in compliance with Fla. Stat. Ch. 616.  PHCSA was created in conjunction with the Palm Harbor Community Services District pursuant to Ordinance No. 85-28, September 10,1985, codified at §114-213, Pinellas County Code, and recently amended by Ordinance No. 17-25 to change the terms of the board of directors.
There are eight (8) members of the PHCSA Board, appointed from the following entities:  Palm Harbor Friends of the Library, Inc., Palm Harbor Recreation League, Inc., East Lake Community Library Advisory Board, Inc., East Lake Youth Sports Association, Inc., and from the Pinellas County Commission Districts 1, 2, 3, and 4.
The primary purpose of PHCSA is to provide library and recreation services to the residents of the Palm Harbor Community Services District, a municipal services taxing unit.  The Agency is responsible for the management of all library and recreation department funds, and hires the directors of the Palm Harbor Library, East Lake Community Library, East Lake Recreation, and Palm Harbor Parks and Recreation.
