Summary:

The project proposes an expansion and enhancement of the current Pinellas Adult Drug Court model in an effort to successfully complete more of its participants, raising the graduation rate by 10-15 percent. In 2015 Adult Drug Court graduated 280 clients, or 62% of all exits.

 

Background/Explanation:

There is a need to enhance the capacity and services of the Pinellas Adult Drug Court, one of the largest in the state of Florida, since its inception in 2001. The Adult Drug Court offers integrated screening and assessment; individualized treatment planning; intensive substance abuse treatment services and integrated trauma informed approaches to treatment. The new model for Adult Drug Court adds, “The Courage to Change Interactive Journaling System,” for use by Solutions Behavioral Healthcare Consultants, to better address criminological thinking by drug court participants in danger of failing drug court after completing the initial intensive period of substance abuse treatment.

 

Fiscal Impact:

The total project cost is $400,000. Requested funding is $100,000 per year for 3 years for a total request of $300,000. A match is required that is 25% of the total project cost. This calculates to be $100,000 for the 3 year period or $33,333+ per year. Match amount is anticipated to be in-kind.

 

Delegated Authority:

Authority for the County Administrator to sign this Grant Application, Memorandum of Understanding and supplemental forms is granted under Code Section 2-62 (a)(4).
