Approval and execution by the County Administrator of Change Order No. 1 to the Annual Water and Reclaimed Water Repair and Extensions contract with QRC Inc. for emergency repair of a 48-inch water main located at 3000 State Road 580 in front of Countryside High School.
• This emergency request is necessary to repair a 48-inch water main transmission leak. Repair is underway and scheduled for completion April 3rd.
• Contract funds have been depleted due to previous emergency repairs already addressed at other locations.
• Change Order No. 1 increases the contract by $878,928.49.
• Original contract awarded in amount of $4,332,424.00 by the Board of County Commissioners (Board) on April 7, 2020.
• Funding for this project and the change order is derived through the Fiscal Year (FY) 2021-2022 Utilities Enterprise Water Fund budget.

Summary:
This Change Order, in the amount of $878,928.49, is required to address the emergency repair of a 48-inch water main located at 3000 State Road 580. Contract funds have been depleted due to previous emergency repairs resulting from deteriorated pipes and aging infrastructure.
The Main is needed to provide effective and efficient delivery of services Countywide. The Utilities Department Maintenance Division reported a 48” transmission water main leaking in front of the subject address. The Contractor (QRC, Inc.) has been notified and was scheduled to begin repair work on March 12, 2022, provided necessary parts were available.
Background/Explanation:
The subject contract for Annual Potable Water and Reclaimed Water Repair Services FY 2020-2022 was awarded by the Board on April 7, 2020, in the amount of $4,332,242.00. The term of the contract is 730 days and commenced on June 19, 2020. The contract is scheduled to expire on June 18, 2022.
Contract funds are depleted and necessitated the need for Change Order No. 1. The County has experienced a significant increase in costs attributed to larger and deeper pipe repairs in locations that required extensive Maintenance of Traffic (MOT), and/or complex dewatering set-ups to assure safe conditions to perform the repairs. The increase in overall work orders assigned is the result of aging infrastructure.

Increase due to Change Order No. 1: $878,928.49
Revised Agreement Amount: $5,211,170.49
Funding for this project and the change order is derived through the FY 2021-2022 Utilities Enterprise Water Fund budget.
This Change Order includes funds from both the operating and CIP budget. Funding for this Change Order is not included in the FY 2022 CIP budget. If savings in other projects and accounts cannot cover the cost of this repair, a Budget amendment may be required from fund reserves.
Delegated Authority:
Authority for the County Administrator to approve and execute this Change Order No. 1 is granted under Code Section 2-181 (b)(1).
