Bid No. 145-0189-CP(DF); PID 000326A; in the amount of $702,445.57, to be completed by October 1, 2016.  Chairman to sign and the Clerk of Court to attest.

Summary:

Change Order No. 1 increases the County-approved expenditure for S.R. 693 ATMS/ITS Improvements from Gulf Boulevard to Park Boulevard by $702,445.57 for a new contract total of $3,139,882.57.  The change order incorporates additional work that will complete the fiber optic network along S.R. 693 from Park Boulevard to U.S. Highway 19.   The proposed additional work is the same type of work currently being performed and includes installation of fiber optic cable and conduit by directional bore, with minor amounts of trenching of conduit.

 

The change order increases the agreement term by fifty-nine (59) consecutive calendar days and allows for time to complete the additional work approved as part of this change order.

 

Background Information:

The S.R. 693 ATMS/ITS improvement project is funded in the Capital Improvement Program (CIP) for $5,840,700, with fifty percent (50%), or $2,920,350 funded through a Transportation Regional Incentive Program (TRIP) grant with the Florida Department of Transportation (FDOT).  The grant covers the 66th Street corridor from Gulf Boulevard to U.S. Highway 19.

 

The segment from Park Boulevard to U.S. 19 (66th Street North ATMS) was designed and prepared for construction activities as a separate project in an effort to complete the installation of fiber optic cable prior to a planned FDOT resurfacing project that was being coordinated between the County and FDOT.  However, FDOT advanced their project in that segment of 66th Street. County and FDOT staff agreed it would not be beneficial to have these two projects constructed concurrently along this corridor due to heavy traffic volume.  Therefore, the County’s contractor for the segment of Park Boulevard to U.S. 19 was re-tasked with alternate work and that segment of fiber optic cable was not constructed.

 

The FDOT resurfacing project is nearing completion and staff believes it would be advantageous for the County to add this segment as part of the current construction project.  This would allow the County to complete the installation of fiber optic cable in a seamless manner along this corridor at the current bid prices.   This would also allow the County to benefit from the contractor being currently mobilized on the project, reduce construction down time, and greatly aid in fiber connectivity for the upcoming Bryan Dairy Road ATMS and Park Boulevard ATMS projects, which are both planned for construction advertisement in December 2015.  A cost evaluation was completed between the original contract and the estimate provided by Traffic Control Devices, Inc.  There is no overall cost difference between the two estimates and it will not have a negative financial impact on the 66th Street ATMS project.

Fifty percent (50%) of the funding for this project is provided through a TRIP grant with FDOT and fifty percent (50%) is provided through the Local Option Gas Tax (9th Cent).
