Bid no. 167-0246-B(PF); in the annual amount of $325,875.00 for a sixty (60) month  term for a total of $1,629,375.00 on the basis of being the lowest responsive responsible bid received meeting specifications.

Summary:

The purpose of this contract is to restore flatwood biodiversity at the Brooker Creek Preserve through a mechanical thinning process.

 

Background Information:

A prescribed burn program has been in place at Brooker Creek Preserve since 1997.  To maintain healthy flatwoods require a prescribed fire burn every two (2) to seven (7) years.  Some areas are not under a regular burn regime or were last fire suppressed over twenty (20) years ago.  Hence, the vegetation is overgrown to the point that a prescribed fire burn will not restore healthy conditions to many of these flatwood ecosystems.  Mechanical thinning will greatly assist in restoring health to the flatwoods within the Preserve; approximately two hundred fifty (265) acres are in need of mechanical thinning.

On March 10, 2017, the Purchasing Department, on behalf of the Parks and Conservation Resources Department (PCR), released an invitation to bid with the intent to establish a contract.  Bid notification was sent to three hundred and nine (309) vendors; only one (1) bid was received meeting specifications.  Very few vendors are qualified or have the necessary Fecon equipment required to perform this work.

The contract has provision for unit prices to be adjusted at twelve (12) month intervals after award based on the average of the Consumer Price Index.

 

Fiscal Impact:

Estimated sixty (60) month expenditure not to exceed:  $1,629,375.00

 

Funding is derived from the PCR operating budget.
