Approval of the Road Transfer Interlocal Agreement (ILA) with the City of Pinellas Park (City) for the transfer and acceptance of specific roadway segments, easements, and deeds.
• The ILA will transfer the operation and maintenance responsibilities of specific roadway segments and stormwater facilities to the City.
• The County is transferring several deeds to the City for locations where the City currently provides maintenance or desires to provide maintenance.
• City is transferring an easement to the County along 62nd Street North, which is a county-maintained roadway.
• City is transferring several deeds to the County along 49th Street North, which is a County-maintained roadway.
• Agreement disclaims any right, title, or interest the County may have on 115th Avenue North as reflected on Exhibit G, that was created per Florida Statues, Section 95.361(3) - Maintained Right of Way.
• No cost to the County as part of the transfer ILA.
Authorize the Chair to electronically execute and the Clerk of the Circuit Court to attest the ILA; Authorize the Chair to execute by witnessed and notarized wet signature, the Assignments of Easement from County to City corresponding to Composite C; Authorize the Chair to execute by wet signature and the Clerk to attest the Quitclaim Deeds to City corresponding to Composite D; Accept the Assignment of Easement from City to County corresponding to E; Accept the Quitclaim Deed from City to County corresponding with F; Authorize the filing of the executed ILA with Board Records; Authorize the recording of a copy of the ILA and the wet-signed conveyance documents, as well as the right-of-way maps (Mylars) corresponding to Exhibits B and G in the official records of the County.

Summary
This Road Transfer ILA serves to transfer jurisdictional responsibility for designated public road segments that are within, or partially within, the City’s municipal limits. The Agreement provides for the transfer of jurisdiction and associated maintenance responsibilities, including stormwater facilities, for certain road segments in the City. The ILA also serves to transfer easements and deeds on or adjacent to road segments maintained by the respective City or County.
Roads to be transferred (total of 0.91 centerline miles):
- 116th Ave. N. from 58th St N to Us Hwy. 19 N;
- 115th Ave N from US Hwy. 19 N. to 53rd St. N.;
- 113th Ave, from 53rd St. N. to 49th St. N.;
- 53rd St. N. from 113th Ave. N. to North End; and
- 54th St. N. from 115th Ave. N. to North End.

Background Information:
The County partners with local municipalities to transfer ROW and maintenance responsibilities for roads and streets within, or partially within, municipal limits and to better define ROW maintenance responsibility in areas where jurisdictional boundaries are shared. The City and County agree that it is in the best interest of the parties that responsibilities associated with operation, maintenance, planning, design, and construction of the identified road segments, along with any future improvements thereto, be transferred to the City or County as detailed in Exhibit A. The City or County accepts all legal rights of the roadway segments that are within, and appurtenant to, the ROW being transferred.
The City and County have identified several deeds and easements in areas of current or planned maintenance. Transfers are being included to continue to clarify maintenance responsibility for these areas.
Agreement disclaims any right, title, or interest the County may have on 115th Avenue North as reflected on Exhibit G, that was created per Florida Statues, Section 95.361(3) - Maintained ROW.
