Approval and execution by the County Administrator of the First Amendment to the Community Development Block Grant (CDBG) Program Subaward Land Use Restriction and Subrecipient Agreement (First Amendment) with Community Action Stops Abuse, Inc. (CASA), for CDBG funded facility improvements.
• The First Amendment extends the term of Agreement CD25CASA by three (3) months, to December 31, 2026, to allow additional time for project completion due to project commencement delays, and extends the Restricted Period three (3) months, to January 1, 2033, restricting the use of the property to serving as an emergency shelter for survivors of domestic violence and their children.
• The funding amount, not to exceed $60,341.00 during the term of the Agreement, remains unchanged.
• On January 22, 2026, the County Administrator executed CDBG Agreement CD25CASA, providing CDBG funding for facility improvements including the replacement of playground equipment and the installation of new rubber mulch at CASA’s Domestic Violence Emergency Shelter, benefitting approximately 500 survivors of domestic violence and their children.
• The address of CASA’s Domestic Violence Shelter is confidential pursuant to Florida Statute 39.908.
• The original Agreement is effective for one (1) year, from October 1, 2025, to September 30, 2026. Use of the property is restricted to serving as an emergency shelter for survivors of domestic violence and their children through October 1, 2032.
• Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1) and Resolution No. 25-52.

Summary:
This First Amendment to the CDBG Program Subaward Land Use Restriction and Subrecipient Agreement CD25CASA extends both the term of the Agreement and the Restricted Period by three (3) months to allow for project completion.
The Agreement requires that all performance be completed by September 30, 2026. Due to unforeseen delays in the production of the playground equipment, CASA is unable to complete the project by the original expiration date.
It is necessary to extend the term of the Agreement three (3) months to December 31, 2026, to allow sufficient time for project completion. As a result of the term extension, it is necessary to extend the term of the Restricted Period three (3) months to January 1, 2033, restricting the use of the property to serving as an emergency shelter for survivors of domestic violence and their children.
Background/Explanation:
At the June 17, 2025, Board of County Commissioners (Board) meeting, the Board approved agenda item #6 (Granicus #25-0792A), Resolution No. 25-52, which approved the Fiscal Year 2025-2026 (FY26) Annual Action Plan and authorized the Chairman, or designee, to sign Specific Performance and Land Use Restriction Agreements, including amendments.
The Community Action Stops Abuse (CASA) Facility Rehabilitation Project was approved as a facility rehabilitation activity in the Action Plan.
On January 22, 2026, the County Administrator executed CDBG Agreement CD25CASA providing CDBG funding, for costs associated with facility improvements including the replacement of playground equipment and installation of new rubber mulch at CASA’s Domestic Violence Emergency Shelter, benefitting approximately 500 survivors of domestic violence and their children. The address of the facility is confidential pursuant to Florida Statute 39.908.
The original Agreement was effective for one (1) year, from October 1, 2025, to September 30, 2026, with the land use restriction expiring October 1, 2032.
Fiscal Impact:
The total amount of funding for this Agreement is not to exceed $60,341.00 during the term of the Agreement. Funding for this agreement is included in the FY26 Adopted Budget for CDBG funds within Housing and Community Development.

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1) and Resolution No. 25-52.
