Sitting as the Countywide Planning Authority, adopt an ordinance approving Case No. CW 26-07, a proposal by the City of Clearwater to amend the Countywide Plan Map from Residential Low Medium to Residential Medium, regarding 0.41 acre more or less, located at 2446 Nursery Road. 

 

                     The applicant requests the amendment to increase the allowable residential equivalent density associated with the existing assisted living facility and to support a potential future increase in bed capacity.

                     The proposed amendment would increase the maximum permitted residential density from 10 units per acre to 15 units per acre. Residential equivalent uses are permitted within both the current and proposed categories at a ratio of 3.0 beds per permitted dwelling unit.

                     Although the amendment area is located within a Multimodal Accessibility Index underperforming grid cell, the proposal satisfies the balancing criteria due to the limited multimodal impacts associated with assisted living facilities.

                     Forward Pinellas and the Planners Advisory Committee each unanimously recommended approval of the proposal.

Forward Pinellas, in its role as the Pinellas Planning Council, voted 15-0 to recommend approval of the proposal.  The Planners Advisory Committee recommended approval by a vote of 14-0.
