First Amendment to the Community Development Block Grant Program Memorandum of Understanding between the Pinellas County Housing and Community Development Department and the Pinellas County Department of Administrative Services for renovations at the County-owned Omni Center.

 

Recommended Action:

 

Approval and execution by the County Administrator of the First Amendment to the Memorandum of Understanding (First Amendment) between the Housing and Community Development and Administrative Services Department Directors for the expenditure of Community Development Block Grant (CDBG) funds for renovations at the County-owned Omni Center.

 

                     This First Amendment provides an additional $6,320.26, for a total CDBG investment of $129,421.26, for costs associated with renovations at the Omni Center.

                     Based on competitive bids received, the total project costs exceed original cost estimates due to unanticipated supply cost increases.

                     On December 7, 2021, the County provided $123,101.00 in CDBG funding for renovations at the Omni Center to include replacement of the outdoor game fields including removing, regrading, treating, resodding and rolling fields, benefitting approximately 3,235 residents in the Greater Ridgecrest Area.

                     The Omni Center, located at 1801 119th Street, Largo, is in a locally designated low- and moderate-income target area.

                     The YMCA of the Suncoast’s Greater Ridgecrest Branch provides comprehensive recreational programming and youth development services at the Omni Center facility.

                     The term of the Memorandum of Understanding (MOU) is unchanged by this First Amendment. The MOU is effective October 1,2021 and expires on September 30, 2023.

Summary:

 

This First Amendment will provide an additional $6,320.26 in CDBG funding, increasing the total CDBG investment to $129,421.26, for renovations at the County-owned Omni Center. The term of the MOU remains unchanged and is effective October 1, 2021 through September 30, 2023.

 

Proposals for the project came back higher than anticipated due to supply cost increases. Additional funding is necessary to complete the project. The original estimated cost for the project was $123,101.00, with funding being provided by the County. The new cost of the project, based on the lowest bid received, is $129,421.26. The additional funding is to cover the cost difference.

Background/Explanation

On July 13, 2021, the Board of County Commissioners (Board) executed Resolution 21-47 approving the County’s Fiscal Year 2021-2022 (FY22) Action Plan. As part of the Action Plan, the Board approved CDBG funding for the YMCA of the Suncoast Greater Ridgecrest Facility Rehabilitation, specifically for the replacement of the outdoor game fields including removing, regrading, treating, resodding and rolling fields. The YMCA of the Suncoast’s Greater Ridgecrest Branch provides comprehensive recreational programming and youth development services at the County-owned Omni Center facility for residents of the Greater Ridgecrest Area.

 

On December 7, 2021, the County Administrator executed MOU21YMCA, providing CDBG funding for facility renovations at County-owned Omni Center.  The MOU is effective October 1, 2021, through September 30, 2023.

 

Fiscal Impact:

This First Amendment provides an additional $6,320.26 of CDBG funding for the project. The total amount of funding for the project is not to exceed $129,421.26 during the term of the MOU. Funding for this MOU is consistent with the County’s FY22 Adopted Budget for CDBG funds and is included in the FY22 Adopted Budget, the FY22 Estimate, and the Fiscal Year 2023 (FY23) Budget Request.

Authority for the County Administrator to sign this MOU is granted under Code Section 2-62(a)(1)
