Approval and execution by the County Administrator of the Fifth Amendment to the Lease Agreement (Agreement) with Mainstream Partners IV, LLC (Mainstream) to expand existing warehouse space to support the Pinellas County Sheriff’s Office Special Operations fleet (PCSO) at the Mainstream warehouse located at 7200 114th Avenue North, Pinellas Park (Premises).
- This Agreement adds two 2,400 square foot adjoining bay spaces, 7236 and 7244, to the PCSO existing footprint at the Premises to support the activities of the PCSO to store high water rescue vehicles and john boats.
- The bay spaces are preferable due to the proximity of the other PCSO bay units at the Premises.
- The total PCSO footprint at the Premises will expand from seven bay spaces to nine bay spaces, from 16,800 square feet to 21,600 square feet.
- The Agreement will commence on September 1, 2025, and expire on May 31, 2029.
- One option to renew for an additional five-year term remains.
- The HVAC Repairs annual limit on repairs by tenant increases from $5,000.00 to $15,000.00. This amount had remained static since 2016.
- Funding for this Agreement is available in lapse savings in the current year budget. Funding for Fiscal Year (FY) 26 and future years will be dependent on the adoption of the annual County Operating Budget. Funding for this agreement is included as a decision package in the FY26 Proposed Operating Budget for CPM in the General Fund.Body

Summary:
This Agreement will add two (2) 2,400 square foot adjoining bay spaces, 7236 and 7244, to the PCSO existing footprint at the Premises to support the activities of the PCSO to store high water rescue vehicles and john boats.
Background Information:
On October 14, 2016 Mainstream and County entered into an Industrial Building lease for 28,800 square feet of industrial space at the Premises to house the REM Surplus Warehouse and the PCSO Dive Team.
On August 7, 2018 a First Amendment was executed to add an additional 2,400 square feet of industrial space at the Premises for the PCSO Dive Team for a total of 31,200 square feet.
On January 8, 2019 a Second Amendment was executed to allow the County to relocate the State Attorney, Public Defender, County Attorney and Medical Examiner records warehouse from 5300 Ulmerton Road to the Premises. The records warehouse added an additional 26,400 square feet at the Premises for a total of 57,600 square feet.
On March 19, 2020 a Third Amendment was executed to allow the County to add an additional 2,400 square feet of industrial space at the Premises to store Emergency Management supplies, bringing the total to 60,000 square feet.
On January 9, 2023 a Fourth Amendment to Lease was executed to add an additional 4,800 square feet of industrial space to the Premises to provide additional warehouse space to support the activities of the Pinellas County Sheriff’s Reunification Task Force, bringing the total to 64,800 square feet at the Premises.
This Fifth Amendment will add two (2) 2,400 square foot adjoining bay spaces, 7236 and 7244, to the PCSO existing footprint at the Premises to support the activities of the PCSO to store high water rescue vehicles and john boats.
Fiscal Impact:
Funding for the $59,296.00 increase in base rent, HVAC repairs annual limit increase of $10,000.00 and any Additional Rent for Expenses due to the expansion is included in the FY26 Operating Budget for CPM in the General Fund.
Funding for the $4,982.00 required for September 2025 rent will utilize lapse, which is sufficient to meet the needs of this Agreement.
Funding for FY26 and future years will be dependent on the adoption of the annual County Operating Budget.Body
