Approval and execution by the County Administrator of Change Order No.1 (final) to the agreement with Suncoast Development of Pinellas County, Inc. for Fiscal Years 2022-2024 Countywide ADA, sidewalk, drainage, and roadway improvements.
• The primary purpose of this contract was to construct sidewalk and ADA improvements in support of the roadway resurfacing program.
• The contract was also used for work order construction of sidewalk, drainage, and roadway improvements at various locations throughout the County.
• The project was substantially complete on July 21, 2024, and obtained final completion on October 23, 2024. Liquidated damages are not applicable in this contract.
• Final quantities have been tabulated resulting in a net decrease of ($1,185,068.20). This is the difference between estimated and final quantities and balance of unspecified work not used.
• Funding for this agreement was budgeted from various Capital Improvement Program budgets and/or operating budgets per individual work assignments on a multiple year/multiple work assignment basis. This first and final change order decreases the original contract amount by $1,185,068.20 for a revised total agreement amount of $18,348,871.80.

Summary:
The project was substantially complete on 7/21/24 and obtained final completion on 10-23-24. Liquidated damages are not applicable in this contract. Final inspections of the project for all work performed under the contract were conducted by representatives of the Public Works Construction Management Division, Public Works Capital Improvements Division, Public Works Transportation Division, Public Works Stormwater Division, and EOR. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk thru inspection with project stakeholders, punch list items, final testing, project acceptance, receipt and approval of certified as-builts required, Engineer of Record (EOR) final acceptance and approval, final project deliverables, final quantity of materials audit, resolution of claims and disputes, and receipt of final invoice.

Background/Explanation:
This contract constructed sidewalk and ADA improvements in support of the
roadway resurfacing program. This contract also utilized for the construction of general sidewalk, drainage, and roadway improvements at various locations throughout Pinellas County. All work was provided to the awarded contractor via issuance of individual work orders.

Delegated Authority:
Authority for the County Administrator to execute this Change Order No.1 final is granted under Code Section 2-62(a)(3).
