Approve the appointment to the Pinellas County Construction Licensing Board (PCCLB) of the Fire Official for term to expire 9/30/2021; and the North County Building Official for term to expire 9/30/2022.

Background Information:

Due to action of the State Legislature, and amended for building official residency requirement, the licensing of contractors became the responsibility of the County.  The Contractor Licensing Department reports to the County Administrator.

PCCLB conducts examinations for contractor certifications, registers contractors, enforces licensing laws, holds public hearings for code amendments, supervises insurance coverage for contractors and investigates complaints in the contracting field.

The PCCLB Special Act declared it to be in the public policy of the state that, in order to safeguard the life, health, property and public welfare of the citizen of Pinellas County, the business of construction and home improvement is a matter affecting the public interest and any person desiring to engage in the business as herein defined on a countywide basis, is necessary to regulate the construction industry in Pinellas County.

The Board consists of 15 members: 8 from various trades, 3 building officials, 1 fire official, 2 consumer representatives, and the Pinellas County building official.  Members must be residents of Pinellas County, except building officials.  Terms are 4 years, with no more than 2 consecutive terms.  However, individuals may be reappointed after a two-year hiatus.  This re-appointment limitation shall not apply to any of the building officials or fire official appointees.

As part of the new legislation, PCCLB shall: a) submit to all local governments in Pinellas County, and make available to the public, a complete report on finances and administrative activities as of the end of each fiscal year; b) be subject to periodic audits permitted by a certified auditor chosen by the BCC; and c) file for each PCCLB board member, who is not otherwise required, an annual disclosure of financial interest, pursuant to Fla. Stat. 112.3145.
