Sitting as the Emergency Medical Services Authority, approve the following appointments and reappointments to the Emergency Medical Services Advisory Council for two-year terms, starting March 2025 and ending February 2027.
• Appointment of Ms. Christina Snoots as Citizen Representative for Commission District 3. Five applications were received and rank-ordered by the EMSAC Selection Committee.
• Reappointment of Ms. Rebecca Tieder as Citizen Representative for Commission District 5.
• Reappointment of Comm. Jorge Mercado as Citizen Representative for Commission District 7.
• Reappointment of Ms. Siomara Bridges-Mata as primary representative for the National Alliance on Mental Illness (NAMI) - Pinellas County.
• Appointment of Ms. Camille Hebting as alternate representative for NAMI.
• Appointment of Chief William Schobel as primary representative for the Pinellas County Fire Chiefs’ Association.

Summary
The Citizen Representative vacancy on the EMS Advisory Council for District 3 was properly advertised for a period of 30 days. Five applications were received and rank-ordered by the EMSAC Selection Committee and presented to the full EMSAC for a nomination of appointment to the EMS Authority. The complete Selection Committee packet is attached for review.
Ms. Christina Snoots is volunteering to serve a two-year term representing Commissioner District 3 on the EMS Advisory Council. Ms. Snoots is currently a Firefighter/EMT with St. Petersburg Fire Rescue.
Ms. Tieder is volunteering to serve another two-year term representing Commission District 5 on the EMS Advisory Council.
Comm. Mercado is volunteering to serve another two-year term representing Commission District 7 on the EMS Advisory Council.
Ms. Bridges-Mata is volunteering to serve another two-year term representing the National Alliance on Mental Illness (NAMI) as its primary representative on the EMS Advisory Council.
Ms. Camille Hebting is volunteering to serve a two-year term representing the National Alliance on Mental Illness (NAMI) as its alternate representative on the EMS Advisory Council. Ms. Hebting is currently a Deputy Director for NAMI - Pinellas County.
Chief William Schobel is volunteering to serve a two-year term representing the Pinellas County Fire Chiefs’ Association as its primary representative on the EMS Advisory Council. Chief Schobel is the Fire Chief for Seminole Fire Rescue.
Chief William Barrs is volunteering to serve a two-year term representing the Pinellas County Fire Chiefs’ Association as its alternate representative on the EMS Advisory Council. Chief Barrs is the Fire Chief for Treasure Island Fire Department.
Capt. Jose Camacho is volunteering to serve a two-year term representing the Pinellas County Sheriff. Capt. Camacho is the commander of the Communications Center.
Dr. Choe is volunteering to serve a two-year term representing the Pinellas County Health Department as its primary representative on the EMS Advisory Council. Dr. Choe is the Director of the Pinellas County Health Department.
Ms. Bates is volunteering to serve another two-year term representing the Pinellas County Health Department as its alternate representative on the EMS Advisory Council.
Dr. Zimko is volunteering to serve another two-year term as the Mental Health Professional representative on the EMS Advisory Council.
Commissioner Kevin Kenney is volunteering to serve another two-year term representing the Independent Fire District Elected Official as its primary representative on the EMS Advisory Council.
Commissioner Casey Cane is volunteering to serve another two-year term representing the Independent Fire District Elected Official as its alternate representative on the EMS Advisory Council.

Background Information:
The Council was created by Chapter 80-585, Laws of Florida, and is made up of 24 members that constitute a broad spectrum of county representation. It is the responsibility of Emergency Medical Services Advisory Council (EMSAC) to fulfill the objectives outlined in the bylaws under Article II, Section 2.1. It is the responsibility of this council to evaluate the County’s Emergency Medical Services system from a qualitative point of view, to review the operations of EMS on a countywide basis, to recommend requirements and programs for the contract management firm and monitor
performance of same, to review and evaluate studies commissioned by the Authority upon the Authority’s request, and to make such recommendations as may be necessary to the Authority on needs, problems, and opportunities relating to emergency medical services, including the financing and establishment of a trauma center or centers, and to carry out such other duties as may be required to insure the delivery of good countywide EMS at reasonable cost.
Twenty-four members appointed by the Pinellas County Board of County Commissioners acting as the EMS Authority. Members constitute a broad spectrum of the County representation and shall include members of the Emergency Medical Services system and four mayors to be appointed by the Pinellas County Council of Mayors. The term of appointment shall be for two years; however, there is no limit on the number of terms an individual may serve. The Director of Emergency Medical Services for Pinellas County shall be a non-voting member of the Council. The details of the selection process of the various appointed positions are included in the EMS Advisory Council Bylaws, Section 3.1.
