Approval of the award to bid with TLC Diversified, Inc. for Fiscal Years 2021-2024 sanitary sewer pump station repair and improvement projects.

 

                     The purpose of this project is to provide repair, rehabilitation, and improvements to sanitary sewer pump stations at various locations throughout the County.

                     Pump station repair and rehabilitation is essential for the prevention of sanitary sewer overflows.

                     Work is expected to be completed within 1,095 consecutive calendar days.

                     Six bids were received with TLC Diversified, Inc. recommended for award as the lowest responsive and responsible bidder in the amount of $6,398,777.00.

                     The Small Business Enterprise program commitment for this contract is 10%.

 

Bid No. 21-0283-CP(AJM) PID No. 000964A in the estimated average annual expenditure of $2,132,925.67 for a three-year total of $6,398,777.00. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

This contract will provide for repair, rehabilitation, and improvements to sanitary sewer pump stations at various locations throughout the County. The current contract will expire on November 4, 2021. Pump station repair and rehabilitation is essential for the prevention of SSOs. Some of the County stations are now over thirty years old. As the equipment approaches the end of its useful service life, it is necessary to not only repair or replace, but also to incorporate newer, advanced, and more efficient technology and communication options and equipment. These improvements are implemented to keep the sanitary sewer collection system functioning at an acceptable level of service.

Background Information:

On February 19, 2021, the Purchasing and Risk Management Division released an invitation to bid with six (6) vendors responding to the bid. 

The award of this contract is consistent with the Sanitary Sewer Pump Renewal and Replacement Program based on a twenty (20) year life cycle to rehabilitate all pump stations in Pinellas County Utilities inventory. This project is budgeted in the Sewer Enterprise Fund for fiscal years 2021 through 2024.

 

Fiscal Impact:

Estimated three-year expenditure not to exceed:                                          $6,398,777.00

 

Estimated average annual expenditure not to exceed:                                          $2,132,925.67

 

Funding for this project is derived from the Capital Improvement Program: Physical Environment, Sewer Renewal & Replacement Fund allocation and from the Utilities Department Sanitary Sewer Enterprise Fund.
