Approval of award of contract No. 26-0343-RFQ-CCNAC with twelve firms for Environmental and Stormwater Engineering - Professional Continuing Consulting Services 2026-2031(GEC).
• This contract will provide the Public Works Department with continuing professional engineering consulting services on an as-needed basis.
• Thirty-one submittals were received with award recommendation to the top twelve firms (Jones Edmunds & Associates, Inc., Halff Associates, Inc., Applied Sciences Consulting, LLC, Applied Ecology, Inc., Drummond Carpenter, PLLC, Environmental Science Associates Corporation, AtkinsRealis USA Inc., WSP USA Inc., Land & Water Engineering Science, RES Florida Consulting, LLC d/b/a E Sciences, Pennoni Associates Inc., Jacobs Engineering Group Inc.) in the total combined amount of $13,200,000.00 ($1.1M per firm) for a five-year term, in accordance with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055.
• All the prime vendors have committed to utilizing multiple-certified Small Business Enterprise (SBE) firms for engagements resulting from this contract. Percentage goals are not established in advance for the CCNA continuing contracts. When the County utilizes a firm for an engagement, the requested department, working with Economic Development, will ensure SBEs are utilized.
• This contract is used on an as-needed basis with no obligation to spend the full amount of the contract or to spend in any given year, with the obligation occurring upon issuance of work order assignments (purchase orders). Funding is determined by the individual work order assignment sourced to the agreement, and actual expenditures are contingent upon work completed.
Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
The Public Works Department requires continuing contracts with professional consulting services on an as-needed, task order basis. The Board’s approval of these continuing contracts does not obligate or authorize spending the full contract sum of $13,200,000.00. The department is only authorized to expend the budgeted amount, approved annually by the Board. To expend the funds, the department will issue one or more task orders to one or more consulting firms to complete, per specified scopes of work. The total expenditure cannot exceed the department’s annual line-item budget.

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released on April 3, 2026; the negotiation of rates and agreements concluded on August 13, 2026.
The contract includes fully burdened hourly rates negotiated after conclusion of the evaluation process. The rates include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of TBMCSA will be reimbursed in accordance with Florida Statutes.
