Approval and execution by the County Administrator of the Tangible Personal Property Report (SF-428), as required by the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), for closeout of the federal grant that funded the FY2019 Pinellas Adult Drug Court Expansion Project (Pinellas Thrive).

 

                     The Pinellas Adult Drug Court’s “Pinellas Thrive” project was initiated to reduce crime and substance abuse among high risk, high need offenders who have experienced trauma, are at-risk of opioid overdose and may also have a co-occurring mental illness.

 

                     The $2,000,000.00 SAMHSA award funded outpatient treatment services for the period of May 31, 2019 through October 30, 2024.

 

                     Approval of this report has no fiscal impact on Pinellas County.

Summary:

The Pinellas Adult Drug Court’s “Pinellas Thrive” project was initiated to reduce crime and substance abuse among high risk, high need offenders who have experienced trauma, are at-risk of opioid overdose and may also have a co-occurring mental illness. Over the 5-year grant project, a total of 188 clients were served, which is 63.7% of the original goal of 295. The reduced numbers were a result of several factors that affected project operations over the life of the grant, including COVID-19, major hurricanes, and staff turnover/vacancies. 

 

Final grant closeout documents are due to SAMHSA by February 27, 2025. SAMHSA requires completion of the SF-428 form to document property acquired with federal funds. No property was acquired with this grant award.

 

Background/Explanation:

Established in 2001, the Sixth Judicial Circuit’s Adult Drug Court of Pinellas County, Florida, assists nonviolent offenders achieve successful rehabilitation from the use of drugs and/or alcohol. The Sixth Judicial Circuit’s Adult Drug Court is in adherence with all ten (10) key components of drug courts as identified by the Bureau of Justice Assistance and Substance Abuse and Mental Health Services Administration.

 

Adult Drug Court practices involve integrating an array of substance abuse treatment services using evidence-based protocol, ongoing judicial interaction, justice system case processing, and close coordination of system stakeholders. Since its inception, Adult Drug Court has used grants to serve populations that require more specific or expansive approaches to treatment and recidivism reduction.
