Approval and execution by the County Administrator of the Community Development Block Grant - Coronavirus Response Program (CDBG-CV) Subaward Specific Performance Agreement (Agreement) with Safety Harbor Neighborhood Family Center, Inc. d/b/a Mattie Williams Neighborhood Family Center (Mattie Williams NFC), for food distribution to respond to the Coronavirus pandemic (COVID-19).

 

                     This Agreement provides $50,000.00 in CDBG-CV funding to Mattie Williams NFC for the purchase of food for food distribution to approximately 3,000 low- and moderate-income people who continue to experience food insecurity.

                     The Mattie Williams NFC is located at 1003 Dr. Martin Luther King Jr. Street N, Safety Harbor, FL 34695.

                     The Agreement is effective for nine (9) months, from January 1, 2024, to September 30, 2024.

                     The County received $3,883,784.00 in Community Development Block Grant - Coronavirus Response (CDBG-CV) Round one (1) and Round three (3) funds for activities that mitigate the impacts of COVID-19 on low- and moderate-income residents.

                     Funding for this Agreement is included with the County’s FY24 Adopted Budget for CDBG-CV funds.

Summary:

One of the projects to be carried out under the Substantial Amendment to the County’s Annual Action Plan for Fiscal Year 2020 (FY20) is funding of the Public Service Program for activities that respond to COVID-19. The Mattie Williams NFC activity is an eligible public service activity. This Agreement will provide funding to Mattie Williams NFC for the purchase of food for food distribution activities at the Mattie Williams NFC, benefitting approximately 3,000 low- and moderate-income individuals. 

The Agreement is effective for nine (9) months, from January 1, 2024, to September 30, 2024.

 

Background/Explanation:

In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into an Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.

On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, was signed providing funds to respond to the growing effects of COVID-19. Pinellas County received $3,883,784.00 in CDBG-CV funding from the U.S. Department of Housing and Urban Development to be used to prevent, prepare for, and respond to COVID-19.

On January 19, 2022, an updated Notice of Funding Availability (NOFA) and application cycle was advertised in newspaper and posted on the Community Development website and emailed to nonprofit agencies and local municipalities.

The competitive application process began on January 26, 2022, with applications being due February 25, 2022. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses.

 

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $50,000.00 during the term of the Agreement. Funding for this Agreement is included with the County’s FY24 Adopted Budget for CDBG-CV funds.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1) and Resolutions 20-68, 21-24 and 23-56.
