Summary:
This Amendment provides a time-only extension for the WWAR agreement to allow for project completion. The $250,000.00 agreement is an approved project supported by BP funds.
The City of Pinellas Park (City) has requested the extension from December 31, 2017 to April 30, 2018.
Background/Explanation:
The City reported a delay due to the closure of City offices during Hurricane Irma, followed by a project hold while critical needs employees worked on debris cleanup and road issues. Approval of a bid package for the construction is expected in December 2017 and notice to proceed in January 2018.
The WWAR project is a one-of-a-kind ranch setting for recreation, sports programming and activities for Military Veterans, their families and the general public in need of a supportive and healing environment. The property is being purposefully designed according to the Americans with Disabilities Act (ADA) with a high focus on wheelchair access. The city-owned property will offer trails for biking and hiking, pond fishing, and a multisport court, in addition to the ADA compatible work stations which will be available to the public when completed.
Fiscal Impact:
The original Agreement provides funding of $250,000.00 from the $7.1 million BP Economic Settlement Funds. The Fiscal Year 2018 (FY18) budget includes $125,000.00 in funding appropriated for this purpose. The remaining $125,000.00 for this project was not carried forward from FY17 for this purpose because the project delays were not known during development of the FY18 budget. The General Government FY18 budget within the General Fund includes appropriation for all ongoing BP projects, some of which are expected to extend beyond FY18. Therefore, it is expected that capacity exists for this project in FY18 without a budget amendment. The County shall have no obligations related to maintenance, operation, and/or any other activity yielding a fiscal impact.
