Approval and execution by the County Administrator of the First Amendment to the Community Development Block Grant (CDBG) Program Subaward Land Use Restriction and Subrecipient Agreement (Agreement) with PARC Housing, Inc. (PARC), for CDBG funded facility improvements at the Bert Mueller Group Home.
• This First Amendment extends the term of Agreement CD24PARCBM three (3) months to December 31, 2025, to provide additional time for project completion due to personnel shortage issues.
• This First Amendment also extends the term of the Restricted Period three (3) months to January 1, 2046, restricting the use of the property to providing services to low-and moderate-income adults with intellectual and developmental disabilities until January 1, 2046.
• The funding amount, not to exceed $352,665.50 during the term of the Agreement, remains unchanged.
• On December 24, 2024, the Board of County Commissioners (Board) Chairman executed CDBG Agreement CD24PARCBM providing CDBG funding for costs associated with the fourth phase of bathroom renovations with American Disabilities Act (ADA) upgrades at PARC’s Bert Mueller Group Home, located at 3190 - 75th Street North, St. Petersburg, FL 33710, benefitting approximately 48 individuals with intellectual and developmental disabilities.
• The Agreement is effective for one (1) year, from October 1, 2024, through September 30, 2025, with the land use restriction expiring on October 1, 2045.
• Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1) and Resolution No. 24-46.Body

Summary:
This First Amendment to Agreement CD24PARCBM extends the term of the Agreement three (3) months to allow for project completion and extends the term of the Restricted Period.
Agreement CD24PARCBM requires that performance be completed by September 30, 2025. PARC is unable to complete the project on or before the expiration date due to personnel shortage issues. It is necessary to extend the term of the Agreement three (3) months to December 31, 2025, as additional time is required to complete the project. As a result of the term extension, it is necessary to extend the term of the Restricted Period three (3) months to January 1, 2046, restricting the use of the property to serving individuals with intellectual and developmental disabilities.
Background/Explanation:
At the July 30, 2024, Board meeting, the Board approved agenda item #43 (Granicus #24-1067A), Resolution No. 24-46, which approved the Fiscal Year 2024-2025 (FY25) Action Plan and authorized the Chairman, or designee, to sign Specific Performance and Land Use Restriction Agreements, including amendments.
The PARC Bert Mueller Facility Rehabilitation Project - Phase IV was approved as a facility rehabilitation activity in the Action Plan.
On December 24, 2024, the Board Chairman executed CDBG Agreement CD24PARCBM providing CDBG funding for costs associated with the fourth (4th) phase of bathroom renovations with ADA upgrades at PARC’s Bert Mueller Group Home, located at 3190 - 75th Street North, St. Petersburg, FL 33710, benefitting approximately 48 individuals with intellectual and developmental disabilities.
The Agreement is effective for one (1) year, from October 1, 2024, through September 30, 2025, with the land use restriction expiring on January 1, 2046.
Fiscal Impact:
The total amount of funding for this Agreement is not to exceed $352,665.50 during the term of the Agreement. Funding for this Agreement is included in the County’s FY25 Adopted Budget for CDBG funds within HCD.

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1) and Resolution No. 24-46.
