5.2 Be responsible stewards of the public’s resources
5.3 Ensure effective and efficient delivery of county services and support
5.4 Strive to exceed customer expectations
Summary:
This contract is for the lease of two (2) Elgin street sweepers including full service maintenance and an option to purchase sweeper brooms. The lease is intended to support complete in-house management of the County’s street sweeping program.
The lease will be effective upon receipt and acceptance of equipment by the County, and may be extended for an additional forty-eight (48) months.
Background/Explanation:
The Public Works Department currently manages the street sweeping program for unincorporated areas of the County. Arterial roadways (main roads) are performed by County personnel operating a leased sweeper, while all non-arterial areas known as “residential areas” are provided under a contracted service.
A recent cost analysis determined the County would benefit financially, environmentally and could achieve higher quality service by transitioning the entire street sweeping program in-house. Such analysis demonstrated estimated annual savings of $24,000.
In support of this effort, on October 5, 2015, the Purchasing Department released an invitation to bid resulting in one bid response. The specifications were for Elgin sweepers and no approved equals were received from other manufacturers. EPOF is the only authorized Elgin dealer for Florida and Georgia.
Fiscal Impact:
Estimated annual expenditure $167,155.40
Estimated forty-eight month expenditure not to exceed $668,621.60
Funding is provided through the Surface Water Utility Fees
