Summary:

The purpose of the public hearing before the Board is to receive comments, suggestions, and views on the FY 2016-2017 Pinellas County Consolidated Application (Action Plan) for funding, prior to approval by the Board. Public notices informing interested groups about the planning process, the grants and proposed use of funds, a prior public hearing on needs and performance, meetings with local agencies and stakeholders, and a public comment period were also held soliciting input on this annual update to the Five-Year Consolidated Plan.

 

In accordance with 24 CFR 91, Pinellas County must submit an Annual Action Plan which identifies specific projects and activities to be undertaken each year to address the needs identified in the Five-Year Consolidated Plan and further the identified priorities and strategies. The Action Plan contains the application for the Consortium’s HOME Investment Partnership (HOME) and the County’s Community Development Block Grant (CDBG), and Emergency Solutions Grant (ESG) funds.

 

The Pinellas County Consortium consists of Pinellas County in its capacity as the Urban County, joined by the City of Largo.  The Urban County is defined as unincorporated Pinellas along with the following municipalities:  Belleair, Belleair Bluff, Belleair Beach, Dunedin, Indian Shores, Indian Rocks Beach, Kenneth City, Madeira Beach, North Redington Beach, Oldsmar, Pinellas Park, Redington Shores, Safety Harbor, St. Pete Beach, Seminole, South Pasadena, Tarpon Springs, and Treasure Island.  As lead agency for the Consortium, Pinellas County is responsible for preparation and transmittal of the Consortium’s Action Plan to the U.S. Department of Housing and Urban Development. 

 

The deadline for submission of the FY 2016-2017 Action Plan to the U.S. Department of Housing and Urban Development is August 14, 2016.  The recommended public hearing date of June 21, 2016 allows sufficient time to prepare the materials necessary for submission.

Pinellas County receives an annual entitlement allocation of federal CDBG, HOME, and ESG funds. In FY 2016-2017, Pinellas County will receive the following allocations:
