Summary:

Adoption of the resolution recognizes and appropriates unanticipated grant revenue of $217,970.00 in the FY18 Judiciary budget in the General Fund. The revenue is earmarked for the Administrative Office of the Courts.

 

Background Information:

The Juvenile Behavioral Evaluation Program, which is funded by a grant and revenue generated under Florida Statute Section 939.185, evaluates approximately 500 Pinellas County youths per year. The program provides consultation, training, and testimony in court as needed. It supports Unified Family Court in its decision-making process by providing the Court with evaluation of youthful offenders and their families. The program seeks to identify un-addressed mental health, substance abuse, and family problems and to link youth and their families to existing community resources. The Behavioral Evaluation Program serves delinquent and/or dependent youth ages 7-18 and their families, appearing before the Unified Family Court. Each youth has been charged in Pinellas County and referred by court order.

Juvenile Welfare Board (JWB) Behavioral Evaluation Grant was amended on February 20, 2018, to add a Community Resource Advocate and a part-time Administrative Assistant. The FY18 Adopted Budget included $410,000.00 from this grant and the amendment increases funding by $125,698.00.

 

A second JWB grant was awarded to Judiciary for the Juvenile Behavioral Evaluation Program to add an Early Childhood Coordinator position. This grant will support the Early Childhood Court, which is a specialized court program seeking to safely reunify infants with their parents. The Coordinator will create family-centered linkages between court personnel and relevant community providers at both an individual and systems level. Total funding for FY18 is $92,263.00. Funding for this grant will be included in the Judiciary’s FY19 budget request.

 

 

 

Fiscal Impact:

Adoption of this resolution provides for the receipt of $125,698.00 and $92,263.00, for a total of $217,961.00 (rounded to $217,970.00) in unanticipated grant revenue, and increases the FY18 Judiciary operating budget in the General Fund by the same amount. This revenue and associated expense were not anticipated during the development of the FY18 budget. No cash match is required for these reimbursement grants.
