• The contract is for professional engineering services to develop the design, permitting and implementation of the Denitrification Filter Rehab Project at SCBWRF.
• Award recommendation is to Hazen and Sawyer, P.C., per the Consultant Competitive Negotiation Act in the amount of $1,061,294.00.
Contract No. 189-0117-NC (SS), in the amount of $1,061,294.00 from notice to proceed for a term of 1,095 consecutive calendar days. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:
This contract is for professional engineering consulting services to provide a rehabilitated Denite System that will operate within the confines of the existing permit limitations, contingent upon a more reliable system requiring less maintenance. These services are needed as the existing system is experiencing multiple failures with respect to instrumentation, mechanical, process, chemical feed and media components.
Background Information:
The SCBWRF is a 35-acre facility located in the south-central region of the County. It is the largest advanced wastewater treatment plant in the County, and treats a permitted 33 million gallons of wastewater per day (MGD) utilizing physical, biological, and chemical processes. The Denite system aids in the process of removing nutrients and also filters suspended solids. The system achieves this with the injection of methanol, an organic carbon source, to the wastewater at the influent piping of the Denite system.
The final negotiated agreement includes a not-to-exceed amount of $1,061,294.00, inclusive of $1,041,294.00 for basic design services, and $20,000.00 for owner contingency services is included for minor unforeseen circumstances that may arise during development of the project and will only be used at the discretion and approval of the County.
The design, permitting, bidding and construction administration phases are expected to be completed within one thousand ninety five (1,095) consecutive calendar days.
A Request for Proposal to comply with CCNA per Florida Statute 287.055 was due on February 12, 2019; the negotiation and scoping process was concluded July 2019.

The contract includes negotiated full burdened hourly rates including all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.
