Approval of the award of bid to R.J.P. Enterprises, Inc. for Fiscal Year 2021-2023 sidewalk and underdrain replacement projects.

 

                     This contract provides for the removal and replacement of curbs, sidewalks, and underdrains at various locations throughout the County.

                     A total of five bids were received with R.J.P. Enterprises, Inc. as the lowest responsive and responsible bid received in the amount of $3,115,360.00, meeting specifications.

                     This contract supplements a current sidewalk contract awarded by the Board of County Commissioners 12/11/2018 in the amount of $4,460,375.00 due to increased work demands.

                     R.J.P. Enterprises, Inc. submittal contains an outstanding Small Business Enterprise Program commitment of 34.4%. 

 

Contract No. 21-0216-CP(AJM): PID No. 004753A; in the amount of $3,115,360.00 on basis of being the lowest responsive and responsible bid received meeting specifications. All work is expected to be completed within 1,095 consecutive calendar days. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

This contract provides for the replacement of curbs, sidewalk, and underdrains at various locations throughout the County through a work order process.  The pay items support additional work as needed in the form of tree removal and installation of root control barriers, handrail, signage, and traffic markings at specific project sites. A list of tentative projects is attached.

Background Information:

The Public Works Transportation Division identified a need to supplement Contract No. 178-0582-CP due to an increase in work demand.  This contract has provision for an additional seven hundred thirty (730) consecutive calendar day term extension if mutually agreed and shall be exercised if all prices, terms, and conditions remain the same.  A total of five bids were received with R.J.P. Enterprises, Inc. as the lowest, responsive, responsible bidder.

 

Fiscal Impact:

1,095-day expenditure not to exceed:                                          $3,115,360.00

 

Sixty-six percent (66%) of the project funds are derived from the Local Infrastructure Sales Tax (Penny for Pinellas) and are budgeted in the Capital Improvement Program: 4216A Transportation Underdrain; thirty-four percent (34%) additional funding is derived from the Public Works Operating Budget from Roadway Maintenance for Sidewalk & Underdrain Improvements
