Approval of the grant application and adoption of the associated resolution requesting inclusion of County beach erosion control projects in the Florida Beach Management Funding Assistance Program Fiscal Year (FY) 2027-2028 Long-Range Budget Plan of the Florida Department of Environmental Protection (FDEP). Funding will be used to reimburse construction and monitoring costs for Treasure Island Beach renourishment.

                     Grant application request to FDEP is $4,926,970.65.

                     Most recent nourishment to project area was in 2025.

                     FDEP total share projected is $7,452,020.65, including previously awarded grant funds of $2,525,000.00. Current funding request is $4,926,970.65.​

                     County share projected amount is $7,452,020.65. 

                     Funding for this resolution and application is available under Treasure Island 12th Nourishment, project 002574A, included in the FY26-FY31 Capital Improvement Plan, funded by Tourist Development Tax and State grant in the Capital Fund.

                     Authorize staff to electronically submit signed grant application by July 31, 2026.

Summary:

Summary

To secure state funding, the County must provide a resolution from the Board of County Commissioners which declares support for the project, willingness to serve as the Local Sponsor, and an ability to provide the full local cost share and identification of the source of funding.

The Treasure Island Segment was nourished in 2025 at a total cost of $14,459
,212.50, with the County share projected at $7,452,020.65. The FDEP share is $7,452,020.65, including previously awarded grant funding in the amount of $2,525,000.00. The current funding request is $4,926,970.65. Funding will be used to reimburse construction and monitoring costs for Treasure Island Beach renourishment.

Construction was completed in 2025. First year monitoring for FY 2026 - 2027 includes physical monitoring, shorebird monitoring, sea turtle monitoring and tilling at $80,000 with a state cost share of $40,000.00 Second year monitoring for FY 2027 - 2028 is $75,000.00 with a state cost share of $37,500.00.

Background Information:

The adopted Resolution, along with the Grant Application, is required as part of FDEP’s Annual Funding Request for Beach Management Projects.  The Funding Request represents a ten (10) year budget projection, similar in concept to the County multi-year Capital Improvement Program (CIP) budget.  This funding request is for the FY 2027 - 2028 FDEP funding cycle. ​

 

Fiscal Impact:

Funding for this resolution and application is available under Treasure Island 12th Nourishment, project 002574A, included in the FY26-FY31 Capital Improvement Plan, funded by Tourist Development Tax (TDT) and State grant in the Capital Fund.

 

FDEP total share projected is $7,452,020.65, including previously awarded grant funds of $2,525,000.00. The additional FDEP grant award of $4,926,970.65 will offset budgeted TDT funding. County share projected amount is $7,452,020.65.
