Recommended Action

Approval and execution by the County Administrator of the Sublease Addendum (Sublease) for warehouse space for the Convention & Visitors Bureau (CVB) from the National Forensic Science Technology Center (NFSTC) for purposes of storing marketing items in a location convenient to the CVB office at 8200 Bryan Dairy Road, in Largo.

Body

Strategic Plan:

Deliver First Class Services to the Public and Our Customers
5.2 Be responsible stewards of the public’s resources
5.3 Ensure effective and efficient delivery of county services and support

Summary:

This Sublease agreement provides partitioned air conditioned warehouse storage space for CVB to store marketing materials, promotional items and a vehicle. The proximity of the proposed warehouse space to the existing CVB office allows for a reduction in employee travel time between locations, and provides CVB staff 24-hour access to their stored items.  The term of the Sublease is five (5) years.

Background/Explanation:

The sublessor is National Forensic Science Technology Center.  The sublease space is 828 square feet and includes vertical rack storage on specified shelving, a work cubicle, and a telephone.

The current warehouse location within the EpiCenter limits access to the materials stored at the warehouse to normal business hours and subject to St. Petersburg College (SPC) closures.  Additionally, the new location provides a substantial reduction of travel time for CVB employees as the proposed new location is across the street from the CVB offices.

The current warehouse represents a portion of the total rentable square footage (RSF) that the County leases at the EpiCenter through a separate agreement.  SPC has elected to recapture the current warehouse space, consisting of 1,978 RSF, under the terms of the existing EpiCenter contract.  The County shall relinquish the existing warehouse space on September 30, 2017.

Fiscal Impact:

The annual rent at the new location shall be $16,434.00 and shall not increase through the initial term of the Sublease.  There will be an initial cost for improvements to the new space in the amount of $9,684.00 to remove an existing wall and add security fencing.

The County will continue to be responsible for the annual lease payments for the current warehouse at the EpiCenter, which total $31,215.40, through September 30, 2017.

The CVB budget will fund the new subleased warehouse.  The source of funding for the existing EpiCenter warehouse is the Real Property lease budget.

Delegated Authority:

Authority for the County Administrator to sign this Sublease is granted under Code Section 2-62(a)(2).
