Approve the First Amendment with the State of Florida Department of Health (DOH) for the operation of the Pinellas County Health Department (DOH Pinellas).

Summary:

This Amendment adds funding in the amount of $1,487,850.00 to for school nurses.  This Amendment also contains state and federal funding revisions and administrative changes requested by the State of Florida.  State revisions are described in detail in the attached correspondence from the DOH.

 

Background Information:

The agreement with DOH for the operation of the Pinellas County Health Department outlines the required coordination between the County and DOH for the public health services pursuant to Chapter 154, Florida statute.  During FY17, DOH Pinellas provided services to 156,811 clients as part of this agreement.  The FY18 DOH Operations contract was approved in the amount of $4,170,820.00 on September 26, 2017 with a term from October 1, 2017 to September 30, 2018.

The Board approved an FY18 Decision Package to bridge the funding gap to staff 110 schools with a Licensed Practical Nurse (LPN) 5 days a week.  It is anticipated that 40 LPN’s will be hired in FY18. To date 14 LPNs have been hired. It is estimated that up to 24,000 students will have access through this enhancement. Services that will be provided are, but not limited to, health appraisal, health records review, preventive dental education, vision, hearing, scoliosis, growth and development screening with BMI, referral of suspected or confirmed health problems, first aid and emergency health services, and follow-up for mandated school entry physical examinations and for appropriate grade level immunizations against preventable communicable diseases.

 

 

 

Fiscal Impact:

Funding increase was included in the DOH Pinellas FY18 appropriated budget in the amount of $1,487,850.00 to enhance school nurses.  The new total contract amount with the amendment is not to exceed $5,658,670.00.  This funding is generated by a dedicated, countywide Health Department millage.
