Approve the Amendment to the Agreement with the Florida Department of Environmental Protection (FDEP) for Honeymoon Island beach restoration.

County PID No. 000150A and FDEP Contract No.13PI1 in the amount of $5,264,162, extending the agreement to December 31, 2018.

Summary:

This amendment is necessary in order to receive partial reimbursement for permit required monitoring services.  The amendment establishes phase II post-construction monitoring for thirty-six (36) months through the addition of tasks 4.2, 4.3, and 4.4.  The expiration date of the agreement is also extended from July 31, 2017 to December 31, 2018 to accommodate the three (3) year monitoring tasks.

Amendment No. 3 also reallocates funding from previously completed tasks to the beach fill and dredging management task; allows FDEP to approve future additions to scope modifications without formal amendments; reduces FDEP’s funding obligation by $1,000,000 because the project came in under budget; and allows the state to redistribute the funds to other projects. There is no fiscal impact to the County as a result of this amendment. 

 

Background Information:

The County entered into this grant agreement with FDEP on October 22, 2012 to provide state funding in the amount of $6,314,162 for the continuation of Phase II construction and post construction monitoring of the Honeymoon Island Beach Restoration project.   Amendment No. 1 to the agreement revised the grant work plan by adding design, survey, and construction related costs to the scope of work. Amendment No. 2 reallocated funding between tasks, removed $50,000 from the grant that was reverted by the 2014 Florida Legislature, and extended the expiration and deliverable dates.

Funding for this project is budgeted within the Capital Improvement Program: Physical Environment, Coastal Management Program allocation. Project costs are shared between FDEP and the Tourist Development Tax.
