Approval of the award of bid to Hubbard Construction Company for Fiscal Year (FY) 2025-2027 Countywide Pavement Preservation.
• The proposed FY25-27 Countywide Pavement Preservation contract consists of milling, resurfacing, application of pavement markings, and installation of traffic detector loops along various arterial, collector, and local roadways throughout the County as well as certain park roads.
• Four responsive bids were submitted. The low bid of $18,904,436.74 received from Hubbard Construction Company was 10.09% under the Engineer’s Estimate of $ 21,026,758.33.
• This award is as a result of a rebid to include parks projects and add deadlines for a specific group of work.
• The Small Business Enterprise commitment is 10% for this contract.
• All work will be completed within 540 consecutive calendar days.
• Funding for this contract is not specifically represented in the FY26-FY31 Capital Improvement Plan because it is used on an as-needed basis and the contract establishes a not to exceed value, with obligation occurring upon issuance of work order assignments. Work orders will primarily be funded by the Road Resurfacing & Rehabilitation Program Project 004192A, funded by the Penny for Pinellas, and the Transportation Millage Capital Resurfacing Program Project 005700A, funded by the transportation millage.

The proposed FY2025-2027 Countywide Pavement Preservation contract consists of milling, resurfacing, application of pavement markings, and installation of traffic detector loops along various arterial, collector, and local roadways throughout the County as well as certain park roads. The contract is split into two groups, Group A and Group B. Group A has ten specific design-bid-build projects that shall be executed and completed no later than September 30, 2026. Group B projects shall be executed and completed in accordance with the annual work order contract’s terms on an assignment-by-assignment basis throughout the contract’s duration of 540 days. The contractor will begin work upon issuance of the notice to proceed. (NTP).

On September 26, 2025, the Purchasing Division advertised an invitation to bid. Four bids were received, with award recommendation to Hubbard Construction Company in the amount of $18,904,436.74 as the lowest responsive and responsible bidder.
As part of Pinellas County’s Annual Pavement Preservation Program, multi-year work order contracts have regularly been used to complete the large amount of milling and resurfacing projects required to maintain the integrity of the County’s roadways and ensure an acceptable level of service for the residents of Pinellas County. These projects were identified primarily by their low Pavement Condition Index (PCI) numbers which is the most definitive metric used to determine projects for the annual pavement preservation program. Successful completion of these projects will help increase the average countywide PCI number and improve pavement quality and rideability within these communities.

Agreement amount not to exceed: $18,904,436.74
Funding for this contract is not specifically represented in the FY26-FY31 Capital Improvement Plan because the contract establishes a not to exceed value, with obligation occurring upon issuance of work order assignments (purchase orders). Funding is determined by the individual work order assignment sourced to the agreement, and actual expenditures are contingent upon work completed. The Department may appropriate the full not-to-exceed amount or less. Work orders will primarily be funded by the Road Resurfacing & Rehabilitation Program Project 004192A, funded by the Penny for Pinellas, and the Transportation Millage Capital Resurfacing Program Project 005700A, funded by the transportation millage.
