Approval and execution by the Director of Administrative Services of the second Amendment (Amendment) to update the scope of the agreement with Personal Enrichment Through Mental Health, Inc., (PEMHS) that supports the County’s public crisis stabilization unit (CSU) and Pinellas Integrated Case (PIC) Management Pilot Program (Pilot).

 

● The Amendment updates language in the scope to allow PEMHS to consolidate the PIC Team staffing model within their own organization vs subcontracting for these staff. This change was recommended by the organization which will allow for increased efficiencies in staff supervision, retention and program administration.

 

● There is no fiscal impact with this Amendment.

 

● The Board previously approved the following items related to the program: original agreement under file 20-1139A, First Amendment under file 23-0359A and First Renewal under file 23-0737A.

The Second Amendment updates language in the scope to allow PEMHS to consolidate the staffing model to increase efficiencies in staff supervision and program administration.

Background Information:

PEMHS serves Pinellas County 24 hours per day, 7 days per week as the only public Baker Act receiving facility. No person eligible for service under Florida’s Baker Act is denied treatment. In Fiscal Year 2023 (FY23) the CSU served 2,066 duplicated clients.

The CSU provides crisis stabilization psychiatric evaluation, medication management, counseling, and discharge planning to clients. The Pinellas Integrated Care Team (PIC Team) provides integrated case management to connect individuals to community treatment and resources in collaboration with the Pinellas County Sheriff’s Mental Health Unit.

PEMHS operates under the Recovery Room Intervention Model to place clients in the most appropriate level of care. In June 2018, Pinellas County coordinated the implementation of Pinellas Integrated Care Alliance (PICA) to connect clients to critical services to avoid the need for crisis stabilization.

PICA, comprised of Pinellas County, Central Florida Behavioral Health Network, The Juvenile Welfare Board, Pinellas County Sheriff’s Office, and the Department of Health Pinellas, continually meet to discuss the ongoing needs of the system, review PIC-Team progress as well as outcomes in meeting the needs of Pinellas County residents.

 

Fiscal Impact:

There is no fiscal impact with this amendment. The total amount of funding remains the same. Funding in an amount not to exceed $2,302,719.00 has been identified in the Human Services approved Fiscal Year 2024 (FY24) General Fund appropriation. $1,777,719.00 is allocated to the CSU and $525,000 is allocated to the PIC TEAM. 

 

Delegated Authority:

Authority for the Director of Administrative Services to sign this amendment is granted under Code Section 2-62 (a)(1) and the County Administrator Memorandum dated December 2, 2019.
