Approve the award of bid to Kamminga & Roodvoets, Inc. for the roadway construction project on Haines Road from 51st Avenue North to 60th Avenue North.

Bid no. 156-0375-CP(DF) in the amount of $4,722,721.15 on the basis of being the lowest responsive, responsible bid meeting specifications.  All work is expected to be completed within five hundred forty eight (548) consecutive calendar days.  Chairman to sign and Clerk of Court to attest.

Summary:

The purpose of this project is to construct intersection and roadway improvements on Haines Road.  Signalized intersection improvements will take place at 54th Avenue North and 28th Street North; roadway improvements will be initiated from 51st Avenue North to 60th Avenue North.  Improvements to be made include but are not limited to: turn lanes, drainage, sidewalk, Americans with Disabilities Act (ADA) compliant ramps, signing, pavement markings, signalization and relocation/reconstruction of water and sanitary sewer lines.

 

Background Information:

This project originated with Forward Pinellas (Metropolitan Planning Organization) based on traffic analysis which detailed benefits of constructing turn lanes and signalization improvements.  A preliminary engineering report also demonstrated benefits in completing pedestrian networks along Haines Road, including sidewalks and ramps that comply with ADA requirements. The project is now included in the County’s Long Range Transportation Plan.

 

Fiscal Impact:

Funding expenditure not to exceed: $4,722,721.15

 

In addition to the base bid, staff recommends award of the City of St. Petersburg (City) Joint Project Agreement (JPA) option.  This option is for relocation and reconstruction of City utility work including water and sanitary sewer lines.  The County’s base bid is $3,995,468.65 and the City’s cost for the option is $727,072.50

 

Funding is derived from the Infrastructure Sales Tax (Penny for Pinellas): Transportation and Traffic Flow, Arterial Road Projects program allocation (85%) and a JPA agreement with the City (15%).
