Summary:
Funding in the amount of $2,376,000.00 provides partial reimbursement for ambulatory and inpatient hospital care related services for authorized clients who are actively enrolled in the Pinellas County Health Program (PCHP).
Background Information:
The PCHP provides primary care, behavioral health, and specialty care services, including hospital procedures, for uninsured adults ages 18-64 who are in need of health care, but meet certain income level criteria and cannot afford care on their own. The goal of the PCHP program is to prevent, diagnose, and/or treat medical and behavioral health concerns before they become an urgent matter. Under this agreement, BayCare will coordinate with the PCHP to provide ambulatory surgical center outpatient procedures and services, inpatient procedures and services, and rehabilitative services.
The total funding available across hospital agreements is $3,000,000.00. Based on reported service level data received, the Fiscal Year 2018 (FY18) split levels are BayCare receiving 79.2%, Bayfront Medical Center receiving 19.4%, and Florida Hospital North Pinellas receiving 1.4% of the funding allocation. The same methodology was used to analyze the hospital data from FY16 to determine the percentage of funding allocations for the upcoming fiscal year. The funds do not cover the total costs associated with the procedures and services rendered from each hospital.
Human Services continues to partner with participating hospitals to implement effective policies and procedures for clients. In FY17, quarterly hospital coordination meetings have been held with our partners to identify action items and explore opportunities. From these meetings, partners have worked to enhance eligibility screening processes with the hospitals, improve discharge planning information with the Florida Department of Health in Pinellas by receiving monthly data reports, and identifying high use emergency room clients to look for trends and treatment needs. Human Services will continue to facilitate quarterly meetings with our partners in FY18 to further the progress on these efforts.
All agreements are being brought before the Board today for approval, with the Florida Hospital North Pinellas agreement listed under item 15, as it was executed by the County Administrator on July 21, 2017 through delegated authority.
Fiscal Impact:
Funding to support this contract in the amount of $2,376,000.00 is provided through the Human Services annual Health Program appropriation for FY18.
