Approval and execution by the County Administrator of the Community Development Block Grant (CDBG) Program Subaward Subrecipient Agreement (Agreement) with Young Men’s Christian Association of the Suncoast, Inc. d/b/a YMCA of the Suncoast, Inc. (YMCA), for CDBG funded facility improvements.

 

                     This Agreement provides CDBG funding, not to exceed $46,436.00, for costs associated with facility improvements including the replacement of flooring, scoreboards and controllers at the YMCA’s Greater Ridgecrest Branch, benefitting 3,235 low- and moderate-income residents.

                     The YMCA’s Greater Ridgecrest Branch provides comprehensive recreational programming and youth development services at the County-owned Omni Center facility for residents of the Greater Ridgecrest Area.

                     The Greater Ridgecrest Branch YMCA, located at 1801 119th Street N, Largo, is in the locally designated Greater Ridgecrest Target Area, a low- and moderate-income area.

                     The Agreement is effective for one (1) year, from October 1, 2024, to September 30, 2025.

                     The County received $2,338,964.00 in CDBG funds to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

                     Funding for this Agreement is included in the Fiscal Year 2025 (FY25) Adopted Budget for Housing and Community Development (HCD) in the Community Development Grant Fund.Body

Summary:

At the July 30, 2024, Board of County Commissioners (Board) meeting, the Board approved agenda item #43 (Granicus #24-1067A), Resolution 24-46 approving the FY25 Annual Action Plan. Included as an attachment in the approved Action Plan is the FY25 Funding Recommendations table, which identifies each specific project, subrecipient, and funding award amount.

One of the projects to be carried out under the County’s Annual Action Plan for FY25 is the funding of the YMCA for facility improvements. This Agreement will provide funding for upgrades and improvements to the exercise room, including the replacement of flooring, scoreboards and controllers, at the Greater Ridgecrest Branch YMCA, located at 1801-119th Street North, Largo.

The Agreement is effective for one (1) year, from October 1, 2024, to September 30, 2025.

 

Background/Explanation:

In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into an Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.

The County received $2,338,964.00 in CDBG funding for FY25. Funding is to be used to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

The CDBG Notice of Funding Availability (NOFA) and application cycle was advertised in the Tampa Bay Times, The Weekly Challenger, La Gaceta and Tre Magazine, posted on the Community Development website, and emailed to nonprofit agencies and local municipalities.

The competitive application process began on January 10, 2024, with applications being due February 16, 2024. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses

 

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $46,436.00 during the term of the Agreement.

 

Funding for this agreement is included in the FY25 Adopted Budget for HCD in the Community Development Grant Fund.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1) and Resolution No. 24-46.
