Recommended Action

Approval and execution by the County Administrator of the Purchase Authorization (Piggyback Agreement) with Insituform Technologies, LLC for Rehabilitation Services for Sanitary Sewer Mains and Stormwater Mains utilizing the City of Daytona Beach’s contract.

                     The Agreement is for rehabilitation services, cured-in-place pipe (CIPP) lining, for stormwater culverts, not to exceed an annual expenditure of $250,000.00.

                     This Piggyback Agreement with Insituform Technologies, LLC provides a mechanism to continue pipe rehabilitation utilizing the City of Daytona Beach’s contract scope and pricing while we solicit and finalize a County Agreement.

                     Pricing is per the City of Daytona Beach’s agreement that was solicited through a competitive Invitation for Bid and awarded to Insituform Technologies, LLC, effective through April 2, 2028.

                     Funding for this agreement is budgeted in the Proposed FY26-FY31 Capital Improvement Program, under Storm Sewer Pipeline Rehabilitation and CIPP project (002064A), funded by Local Infrastructure Sales Surtax (Penny for Pinellas), and Surface Water Pipe Lining/Remove & Replace project (002625A), funded by the Surface Water Utility Fee.

 

Contract No. 25-0597-PB for a contract total not-to-exceed $250,000.00 annually.

Summary:

This Piggyback Agreement with Insituform Technologies, LLC provides a mechanism to continue pipe rehabilitation utilizing the City of Daytona’s contract scope and pricing while we re-bid and finalize a Pinellas County Agreement.

 

Background/Explanation:

The Surface Water Assessment provides funding specifically for the lining or replacement of corrugated metal pipes (CMP) within the unincorporated Pinellas County. The County has approximately 6 miles of CMP that are programmed for lining or replacement. This will allow for a continuation of services in the interim while a new contract is re-bid and awarded. In an additional effort to continue services while a new contract is awarded, approval of a change order to increase Insituform Technologies, LLC agreement 24-0206-ITB-C, has been requested (Granicus File ID 25-0641D, Agenda Date 09/30/2025).

 

Fiscal Impact:

Total Contract Expenditures Not-to-Exceed:  $250,000.00 annually.
