Recommended Action

Approval and execution by the County Administrator of U.S. Government Lease Amendment 1 (Amendment) to Lease GS-04P-LFL02203 with the General Services Administration (GSA) and Pinellas County.  The GSA negotiates all federal government leased space.  This leased space is for the Transportation Security Administration (TSA) at the St. Pete-Clearwater International Airport.

 

                     The original Lease Agreement was approved by the Board of County Commissioners at the September 5, 2024 Meeting.

                     The GSA has requested the Amendment to establish the lease commencement date, commence the lease terms, and memorialize rental payments (none of which have changed since the original agreement).

                     The Amendment clarifies the commencement date of the agreement.

                     GSA lease revenue in the amount of $55,017.00 is included in the Fiscal Year 2025 Proposed Budget.

Summary:

The approval of the Amendment established the Lease Commencement date of September 1, 2024, commences the Lease terms, and memorializes rental payments.

 

Background/Explanation:

The GSA of the Federal Government represents the TSA for their lease space requirements.  The TSA desires to extend their current occupancy in the Airport Terminal Building for an additional 10-year period, commencing September 1, 2024, with an option for an additional five-year term.

TSA requires the space in continued support of their duties for passenger security screening.  They will continue their occupancy of approximately 3,192 square feet of floor area dedicated to offices, break room, and classroom use.  The TSA reserves the right to terminate this Lease in whole or in part at any time after three (3) years from the commencement date of the Lease. 

The Board approved this Lease at the September 5, 2024 Meeting.

 

Fiscal Impact:

The Amendment has negligible fiscal impact on the FY25 Adopted Budget.

 

Delegated Authority:

Authority for the County Administrator to sign this Amendment is granted under (Code Section 2-62 (a)(3).
