Approval and execution by the County Administrator of the Community Development Block Grant (CDBG) Program Subaward Land Use Restriction and Subrecipient Agreement (Agreement) with Catholic Charities Housing, Inc. (Catholic Charities), for facility improvements.

 

                     This Agreement provides CDBG funding, not to exceed $235,299.65, for costs associated with facility improvements including replacing homeless residential building roofs and installing a generator for community center, offices and kitchen at the Pinellas Hope emergency shelter and transitional housing facility, benefiting approximately 122,355 homeless persons.

                     The Pinellas Hope facility is located at 5718 and 5726 - 126th Avenue North, Clearwater, FL 33760.

                     The Agreement is effective for 15 months, from October 1, 2025, to December 31, 2026. Use of the property is restricted to serving as an emergency shelter and transitional housing facility for homeless persons through January 1, 2041.

                     The County received $2,339,516.00 in CDBG funds to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

                     Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1) and Resolution No. 25-52.

                     Funding for this agreement is included in the Fiscal Year 2026 (FY26) Adopted Budget for the Housing and Community Development (HCD) Department in the Community Development Grant Fund.

Summary:

At the June 17, 2025, Board of County Commissioners (Board) meeting, the Board approved agenda item #6 (Granicus #25-0792A), Resolution No. 25-52, approving the FY26 Annual Action Plan. Included as an attachment in the approved Action Plan is the FY26 Funding Recommendations table, which identifies each specific project, subrecipient, and funding award amount.

One of the projects approved by the Board to be carried out under the County’s Annual Action Plan for FY26 is funding Catholic Charities for facility improvements. This Agreement will provide funding for replacing homeless residential building roofs and installing a generator for community center, offices and kitchen at the Pinellas Hope emergency shelter and transitional housing facility located at located at 5718 and 5726 - 126th Avenue North, Clearwater, FL 33760, benefitting approximately 122,355 homeless persons.

Background/Explanation:

In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into an Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.

The County received $2,339,516.00 in CDBG funding for FY26. Funding is to be used to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

The CDBG Notice of Funding Availability (NOFA) and application cycle was advertised in the Tampa Bay Times, La Gaceta, and Tre Magazine, posted on the Community Development website, and emailed to nonprofit agencies and local municipalities.

The competitive application process began on January 13, 2025, with applications being due February 21, 2025. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses.

 

Fiscal Impact:

The total amount of funding for this Agreement is not to exceed $235,299.65 during the term of the Agreement. Funding for this agreement is included in the FY26 Adopted Budget for the HCD Department in the Community Development Grant Fund.

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1) and Resolution No. 25-52.
