Recommended Action

Approval and execution by the Department Director of the grant application with the United States Environmental Protection Agency (EPA) for the EPA Section 105 Grant, Air Pollution Control Program.

                     Application requests $537,300.00 in support of the County’s existing Air Pollution Control Program for Fiscal Year (FY) 2022 ($250,000.00) and FY 2023 ($287,300.00).

                     Estimated County match is $1,924,920.00 over the two-year project period is required FY 2022 ($959,920.00) and FY 2023 ($965,000.00).

                     Signed application submission is required by August 1, 2021.

Summary:

The application requests $537,300.00 in continued EPA funding for the existing County program to protect air quality. A required County match of $1,924,920.00 is estimated over the two-year project period of October 1, 2021 to September 30, 2023.

 

Background/Explanation:

The EPA’s Air Pollution Control Section 105 Grant program provides funding to assist in planning, developing, establishing, improving and maintaining adequate programs for prevention and control of air pollution.  The County’s air program is recognized by the EPA and State of Florida Department of Environmental Protection (FDEP) as an approved local air pollution control program eligible to receive federal grant funding.  The County has the authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.

 

Fiscal Impact:

Application request is for $537,300.00 for the two (2) year term.  Matching funds are estimated at $1,924,920.00. The grant is on a reimbursement basis. The source of the estimated total project costs of $2,462,220.00 is from Public Works’ Environmental Management Division's Air Quality operating budgets for FY 2022 and FY 2023. Grant reimbursement revenues and associated expenditures, including County match, are included in the FY 2022 Proposed Budget.

 

Delegated Authority:

Authority for the Public Works Director to sign this grant application is granted under Code Section 2-62(a)(4) and the Memorandum of Delegated Grant Authority dated March 28, 2016.
