Approval of the ranking of firms and agreement with the number one ranked firm with Nomad Global Communication Solutions, Inc. (Nomad GCS) for a customized Mobile Medical Unit (MMU).
• The contract will provide for the purchase and customization of a 36-foot Freightliner M2-106 to support expanded field-based health services for homeless residents and client enrolled in the Pinellas County Healthcare for the Homeless Program.
• Twelve proposals were received with award recommendation to the top ranked firm, Nomad GCS.
• The contract has a not to exceed amount of $541,444.83 through delivery of the MMU.
• The vehicle will be the third in the HCH mobile fleet, providing flexible space for a behavioral health-focused array of medical services.
• The customized vehicle will cost $541,444.83 and the purchase is fully supported by a Fiscal Year (FY) 2023 Capital Assistance for Hurricane Response and Recovery Efforts Grant from the United States Health Resources and Services Administration.
• Funds for this grant are included in the FY26 Proposed Budget within the Human Services Department in the General Fund.

This Agreement provides for the purchase and customization of a 36-foot Freightliner M2-106 to support expanded field-based health services for homeless residents and client enrolled in HCH. The new vehicle serves as a mid-sized, third addition to the current mobile fleet and is designed with a flexible exam/counseling room, an additional multi-person counseling room, and a well-designed intake and work area, to allow for provision of mental health and substance use treatment, as well as related primary care needs.

Background Information:
A Request for Proposal was released on February 3, 2025, resulting in twelve (12) responsive proposals. An evaluation meeting commenced on April 10, 2025, with the committee recommending award to Nomad GCS as the highest ranked firm. Negotiation was completed on August 6, 2025.
The Pinellas County Human Services Department (HS) facilitates health, dental and behavioral health services for low income and homeless adults throughout Pinellas County, Florida (County). Under the Healthcare for the Homeless (HCH) portion of the program, the County owns the Bayside Health Clinic, a stand-alone health clinic, as well as a 46- foot Mobile Medical Unit (MMU) and a 24-foot Sprinter Street Medicine Van which travel to sites countywide.
The HCH program serves over 2,000 patients each year. The County sought and was awarded a CARE grant from HRSA to purchase a third mobile unit to expand the delivery of services for this target population in the community.
Fiscal Impact:
Estimated not-to-exceed expenditure: $541,444.83
Funding is per the Human Services operating budget derived from a Fiscal Year 2023 CARE grant from HRSA.
Funds for this grant are included in the FY26 Proposed Budget within the Human Service Department in the General Fund.
